The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “European Instrument for Democracy and Human Rights (EIDHR) Country-Based Support Schemes (CBSS) Lao PDR” in order to strengthen the role and capacity of local civil society organisations in promoting political, civil, economic, social and cultural rights.
Priorities
- Enhance and promote the participation and inclusion of civil society organisations in Lao PDR in policy dialogue and build their capacity to actively contribute and ensure that fundamental rights are taken into account in the formulation and implementation of national strategies and sector policies;
- Improve knowledge about fundamental rights as well as economic, social and cultural rights in Lao PDR through research and analysis, and/or raise awareness of Lao citizens regarding rights and access to the justice system and/or legal aid/education;
- Promote and protect the social, economic and cultural rights of Lao citizens, especially for groups particularly vulnerable to discrimination, such as the poor, women, children, indigenous peoples, migrants and persons belonging to minorities, in particular in relation with the key areas of EU cooperation in Laos (i.e. education and nutrition).
Size of Grants
Any grant requested under this call for proposals must fall between EUR 325 000 and EUR 525 000
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a specific type of organisation such as:
- civil society organisations, including nongovernmental organisations and independent political foundations, community based organisations, private sector agencies, institutions and organisations, and networks thereof at local, national, regional and international level;
- public sector agencies, institutions and organisations and networks at local, national, regional, and international level;
- international and regional inter-governmental organisations
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
- Please note that no nationality restrictions apply to applicants, co-applicants and, if any, affiliated entities in line with the provision setting the eligibility under the EIDHR in the CIR regulation
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s) as specified hereafter:
- Applicants established in Lao PDR may act individually or with co-applicant(s).
- Applicants that are not established in Lao PDR must act together with at least one co-applicant established in Lao PDR.
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
