The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Pro-Resilience Action inside Syria – PROACT 2016” in order to strengthen the agricultural and livestock productions, including livelihood opportunities and related value chains while at the same time tackling the roots causes of the past droughts, through an improvement of the water management and irrigation, in collaboration with local governance institutions when feasible.
Objectives
- Reinforcing agro-ecological systems and improving sustainable access to key agriculture inputs and services and natural resource management to allow people who depend on the sector to restore their livelihoods, in close collaboration with local governance structures.
- Addressing systemic risks (drought, climate change, land governance and others) to successfully emerge from the crisis.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 2.5 million and EUR 3 million.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a non-governmental organisation
- be established in:
- a Member State of the European Union
- a country that is a beneficiary of the Instrument for Pre-Accession Assistance II set up by the Council Regulation (EU) No 231/2014 of 11 March 2014
- a Member State of the European Economic Area or
- a developing country and territory which are not members of the G-20 group
- an Overseas Countries and Territories (OCTs) covered by Council Decision 2013/755/EU of 25 November 2013 on the association of the overseas countries and territories with the European Union
- a partner country or territory covered by the European Neighbourhood Instrument Regulation No 232/2014
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- The lead applicant must demonstrate operational presence and implementation capacity inside Syria.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations.
