The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Support to civil society, local authorities and human rights in Somalia” in order to provide financial support to Somali and international civil society organisations and/or local authorities in order for these entities to work on actions that promote and help build a more stable, resilient and accountable society.
The programme is divided into three lots:
- Lot 1 – Civil Society Organisations (CSOs) in development
- Lot 2 – Enhancing local authorities contribution to good governance and the development processes in Somalia
- Local Authorities as actors of enhanced local governance
- Strengthening the capacity of LAs as welfare providers and promoters of inclusive and sustainable growth at local level.
- Lot 3 – Democracy and Human Rights
- Actions in support of increased access to justice and enhancing protection of civilians
- Strengthening CSO’s role in providing oversight and human rights observation
Size of Grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1
- minimum amount: EUR 300,000
- maximum amount: EUR 500,000
- LOT 2
- minimum amount: EUR 300,000
- maximum amount: EUR 500,000
- LOT 3
- minimum amount: EUR 400,000
- maximum amount: EUR 500,000
Eligibility Criteria
- Lot 1: In order to be eligible for a grant, the lead applicant must:
- be a legal person or a natural person
- be non-profit-making
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by the Rules of application of the EU Financial Regulation , be established in Somalia or in a Member State of the European Union or of the European Economic Area or in a developing country as included in the list of ODA recipients.
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- A CSO from a Member State of the European Union or of the European Economic Area must be able to demonstrate that it has regularly carried out activities in the field targeted by this Lot at least three years at the time of the submission of an application. For a CSO from a developing/partner country this requirement is limited to two years and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Lot 2: In order to be eligible for a grant, the lead applicant must:
- be a legal person (i.e. having a distinct legal status)
- be non-profit-making
- be a Local Authority or Association of local authorities established and originating in Somalia
- be a Local Authority or Association of local authorities established and originating from other EU countries, as follows:
- developing countries that are included in the list of recipients of ODA established by the OECD/DAC, including countries and territories falling within the scope of Council Decision 2013/755/EU on the association of the overseas countries and territories with the European Union (‘Overseas Association Decision’), and excluding: beneficiaries listed in Annex I to Regulation (EU) No 231/2014 establishing an Instrument for Pre-accession Assistance (IPA II);
- countries that are signatories to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23 June 2000 (5), including South Africa;
- countries eligible for the European Development Fund;
- countries eligible for Union funding under the European Neighbourhood Instrument established by Regulation (EU) No 232/2014 of the European Parliament and of the Council (the ‘European Neighbourhood Instrument’) including the Russian Federation and
- be a Local Authority or Association of local authorities from the EU Member States and contracting parties to the Agreement on the European Economic Area and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- LOT 3 : In order to be eligible for a grant, the applicant must:
- be a legal person (i.e. having a distinct legal status)
- be non-profit making
- belong to one of the following categories (as per Art. 11 of the Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11 March 2014 laying down common rules and procedures for the implementation of the Union’s instruments for financing external
- civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private-sector non-profit agencies, institutions and organisations and networks thereof at local, national, regional and international level; and be established in a Member State of the European Union or in another EU partner countries, as follows:
- developing countries that are included in the list of recipients of ODA established by the OECD/DAC including countries and territories falling within the scope of Council Decision 2013/755/EU on the association of the overseas countries and territories with the European Union (‘Overseas Association Decision’) and excluding:
- beneficiaries listed in Annex I to Regulation (EU) No 231/2014 establishing an Instrument for Pre-accession Assistance (IPA II),
- countries that are signatories to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23 June 2000, including South Africa;
