Funded by the EU and implemented by the Department of Environment and Natural Resources (DENR), the EU Green Economy Partnership with the Philippines (GEPP) Program aims to support the Philippines’ transition towards a green economy, including a circular economy, sustainable consumption and production, reducing waste and plastic, as well as increasing energy and material efficiency and renewable energy deployment to support climate change mitigation.
Added benefits of circular economy include the reduction of the use of energy and greenhouse gas emissions, improved biodiversity and natural capital, decreased pollution levels, and climate change adaptation.
The Green LGUs Project contributes to and aims to enhance the capacities and practices of LGUs on circular waste economy in collaboration with private and civil society organizations, with focus on Gender Equality, Disability and Social Inclusion (GEDSI) groups.
Objectives
- The Programme has 4 Specific Objectives (SOs) with the following lead agencies:
- SO1: Improved systemic circular economy and climate change policies and reduced GHG emissions. This is led by Germany’s development agency GIZ with DENR.
- SO2 [Green LGUs Project]: Enhanced practices of circular economy by LGUs in collaboration with the private sector and the civil society sector, with focus on youth and gender equality. This is co-led by the Department of the Interior and Local Government (DILG) and UNDP Philippines.
- SO3: Focuses on enhanced engagement of the private and financial sectors into circular, waste-reduction economy. This is being implemented by the Department of Trade and Industry (DTI), Expertise France, and Global Green Growth Institute.
- SO4: Focuses on increased energy efficiency and renewable energy deployment (crosscutting). This is being implemented by the Department of Energy (DoE) with the International Finance Corporation (IFC)-World Bank.
Types of Grants
- The Green LGUs Project launches two (2) Grants to support this objective.
- Community Grants
- To support CSOs in building the institutional capacity of GEDSI groups to lead circular economy activities focusing on circularity for plastics, organics, and the tourism sector.
- Priority Themes
- Focus Area 1: Recognition and Empowerment for Informal Waste Sector
- Focus Area 2: Strengthening GEDSI led circular economy models
- CE Education and Behavioral Change Grants
- Improve awareness to enable the introduction of circularity in their practices, production systems, and business environment
- Change attitudes and behaviors of targeted stakeholders around circular economy principles and practices
- The focus will be on advancing circularity for plastics, organics, and the tourism sector.
- Key Activities
- Key Activity 1: To identify barriers preventing circular practices, to implement the below-tailored solutions to address them and to drive behavioral change among citizens and businesses.
- Key Activity 2: Strategic Campaigns for Behavioral Change to drive measurable behavior change in favor of circular practices among citizens and businesses

- For Community Grants
- The proposal amounts may range from a minimum of US$ 70,000 to a maximum of US$ 80,000 per CSO for each LGU.
- For CE Education and Behavioral Change Grants-
- The proposal amounts may range from a minimum of US$ 25,000 to a maximum of US$ 30,000 per CSO for each LGU.
