EU seeking Proposals for Civil Society Organizations Thematic Programme (CSOs) and EIDHR-CBSS in Indonesia

The European Union (EU) is currently seeking proposals for Civil Society Organizations Thematic Programme (CSOs) and European Instrument for Democracy and Human Rights Country-Based Support Scheme (EIDHR-CBSS) in Indonesia.

The global objective of this call for proposals is to enhance capacity of Indonesian civil society to contribute to governance and development process in Indonesia with respect to human rights and democratic principles and with a view to contribute to the attainment of sustainable development goals (SDGs).

Specific Objectives and Priorities

The specific objectives and priorities of this call for proposals are divided into two Lots:

• LOT 1 – CIVIL SOCIETY ORGANISATIONS THEMATIC PROGRAMME
  • The specific objective for Lot 1 is to increase capacity and establish an enabling environment for Indonesian CSOs to address issues of poverty and inequality associated to the key dimensions of sustainable development – social, environmental and economic.
  • The proposed initiatives shall aim at implementing the priorities reflected in the EU Consensus for Development adopted in June 2017, which addresses the implementation of Sustainable Development Goals (SDGs) as well as the Paris Agreement on climate change.
  • In that framework, the priorities of this call for proposals are:
    • Enhancing CSOs’ involvement in SDGs implementation and monitoring, including localising SDGs.
    • Enhancing the voice of women and youth to better engage in social, economic and environmental policy making and implementation.
    • Enhancing CSOs’ participation in tackling climate change and raising awareness of the impacts of climate change and global warming for the environment and people’s lives.
• LOT 2 – EUROPEAN INSTRUMENT FOR DEMOCRACY AND HUMAN RIGHTS COUNTRY BASED SUPPORT SCHEME
  • The specific objective for Lot 2 is to support and strengthen civil society organizations and human rights defenders in Indonesia working on human rights (political, civil, economic, social and cultural) and democracy issues.
  • The proposed actions should focus on the achievement of first objective of EIDHR: support to human rights and human rights defenders in situations where they are most at risk. Specifically the proposed action should promote women’s rights to end gender-based violence in Indonesia particularly focusing on child marriage, female genital mutilation/cutting and others forms of sexual violence. Actions should support the enforcement of legislation on these areas as well as advocacy for legislation in line with international human rights law and standards.
  • The overall goal should contribute to the improvement of respect for women’s rights in the country through the eradication of social and legal discrimination against women and girls. Actions should also support the recommendations accepted by Indonesia in the Universal Periodic Review 2017.
  • The proposed actions should take into account the following principles:
    • Strengthening the advocacy and protection of human rights defenders (HRDs) working to end gender-based violence in Indonesia, including preventive security, legislative and policy reforms, as well as awareness raising about discrimination against and violations of human rights of women and girls.
    • Ideally strengthen networks of civil society organizations working on gender-based violence in Indonesia.
    • Inclusion principle by focusing on empowering vulnerable and marginalized groups/communities in Indonesia, including but not limited to women and girls, indigenous people, migrant workers, people with disability, cultural and/or ethnic minorities, etc. or a combination of these criteria (i.e. women with disability, children with disability, women from cultural and/or ethnic minorities, etc.). All proposed action should take into account the different risks and challenges that may be faced by women and men and/or girls and boys.
    • Improving capacity of local civil society organizations working to end gender-based violence in Indonesia, particularly at grass-root levels to enhance the financial, management, organizational, communication or public relations, and fund raising capacities of such organizations aimed to ensure long-term sustainability impacts.

• LOT 2 – European Instrument for Democracy and Human Rights Country-Based Support Scheme
  • minimum amount: EUR 400,000
  • maximum amount: EUR 800,000

Eligibility Criteria

• Lead applicant
  • In order to be eligible for a grant, the lead applicant must:
    • LOT 1 – Civil Society Organizations Thematic Programme
      • be a legal person and
      • be non-profit-making and
      • be Civil Society Organization (CSO) or an association of civil society organizations constituted in accordance with the legislation in force in the country concerned and
      • be established in Indonesia or a Member State of the European Union and
        • ‘For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. Unless sector-specific eligibility rules provide otherwise15, if the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, applicants will cease to receive EU funding (while continuing, where possible to participate) or will be required to leave the project on the basis of Article 12.2 of the general conditions of the grant agreement’.
      • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
    • LOT 2 – European Instrument for Democracy and Human Rights Country-Based Support Scheme
      • be a legal person and
      • be non-profit-making and
      • be a specific type of organization such as:
        • civil society organisations or an association of civil society organizations, including non-governmental nonprofit organizations and independent political foundations, community-based organizations, indigenous peoples’ organizations, disabled persons organizations and private-sector nonprofit agencies, institutions and organizations and networks thereof at local, national, regional and international level;
        • public-sector non-profit-agencies, institutions and organizations and networks at local, national, regional and international level; and
      • be established in a Member State of the European Union or Indonesia or any other country; and
      • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
    • The lead applicant must act with co-applicant(s) as specified hereafter. However, to be eligible, the proposed action must include at least one local organization legally established in Indonesia, as lead applicant or co-applicant. An organization is considered “local” when its charter demonstrates that the organization has been established by an instrument governed by the Indonesian law and that its head office is located in Indonesia. Partnership with local organizations working in the target areas of the proposed action is strongly encouraged.
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
  • LOT 1 – Civil Society Organisations Thematic Programme
    • Associations of Local Authorities (ALAs) are eligible as co-applicants under this call for proposals.
• Affiliated entity(ies)
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
