EU seeking Proposals to Support and Strengthen Civil Society as an Actor of Sustainable Development – Cape Verde

The European Union (EU) is seeking proposals to support and strengthen civil society as an actor of sustainable development, in the promotion of rights, in the active participation of women and young people and in the protection of children in vulnerable situations.

The specific objectives of this call for proposals are to:

• Lot 1
  • Specific objective: To promote participation, socio-economic inclusion and respect for the rights of young people and women in Cape Verde.
  • In addition to the overall priorities for Lot 1 and Lot 2, Lot 1 includes the following specific priorities:
    • Improve access to integrated social services and promote the realization of the rights of minors and women in the areas of education, physical and psychological integrity, protection and integration socioeconomic level.
    • Promote youth participation in social transformation, in the development of gender relations environmental protection and decision-making in socio-economic and environmental processes. politicians.
    • Strengthen the participation of women and girls as agents of development and change, at the national and local levels, promoting equity and eliminating all forms of discrimination.
• Lot 2
  • Specific objective: To protect children in situations of vulnerability and promote the rights of children Airports in Cape Verde.
  • In addition to the overall priorities for Lot 1 and Lot 2, Lot 2 includes the following specific priorities:
    • Promote prevention and response to children victims of sexual violence and ill-treatment.
    • Design and implement a multi-actor advocacy strategy to place the rights and well-being of children at the center of social, political and economic programs.

Funding Information

The grants to be awarded under this call for proposals must be the following minimum and maximum percentages of the total eligible costs of the action:

• Lot 1
  • Minimum amount: EUR 300 000
  • Maximum amount: EUR 500 000
• Lot 2
  • Minimum amount: EUR 225 000
  • Maximum amount: EUR 225 000

Eligibility Criteria

• Lot 1 – CSO/LA
  • Primary Applicant
    • In order to be eligible for a grant, major applicants must:
      • be a collective person
      • not for profit and
      • be a specific type of organization: civil society organization established in Cape Verde or in a Member State of the European Union or a Member State beneficiary of Parliament and of the Council of 11 March 2014 or a Member State of the European Economic European Economic Area (EEA).
      • ‘For British applicants: It should be taken into account that the eligibility criteria must be throughout the duration of the grant.   • Primary Applicant
    • In order to be eligible for a grant, major applicants must:
      • be a collective person
      • not for profit and
      • be a specific type of organization: civil society organization 10
      • be established in: no geographic requirements
      • be directly liable, together with broker (s) and entity (s) affiliated(s), for the preparation and management of the action and not acting as intermediaries
    • Local authorities are not eligible as applicants but can associated
    • International organizations are not eligible but may participate as associates
    • State public institutions (ministries, agencies) are not eligible but may participate as associates.
• Co-applicants
  • Brokers must participate in the design and execution of the action and the costs they incur shall be eligible in the same way as the costs incurred by the principal applicant. The details of the sharing of tasks and resources between the applicant and co-signers should be described in the proposal. Applicants must meet the same eligibility criteria as applicant.
  • Applicants may participate in the drafting and submission of a maximum of two proposals in the within the scope of this Call.
• Affiliated entity (ies)
  • The lead applicant and his / her broker (s) may compete with affiliated entity (ies).
    • Only the following entities may be considered entities affiliated to the principal applicant and / or to the broker (s):
    • Only entities which have a structural link with applicants (i.e., the a broker), especially a legal or financial link.
    • This structural link essentially includes two notions:
      • Control as defined in Directive 2013/34 / EU on annual consolidated financial statements and related reports of certain types of companies:
      • Thus, entities affiliated to an applicant may be:
        • Entities directly or indirectly controlled by the applicant (subsidiaries). They can  entities controlled by an entity controlled by the sub-subsidiaries), as well as at subsequent levels of control;
