The Philippines Country Support Mechanism (CSM) of GCERF is pleased to announce a Call for Expressions of Interest from Philippine organisations to become a Principal Recipient (PR) of funding from GCERF’s Core Funding Mechanism (CFM).
Operating at the nexus of security and development, GCERF’s Core Funding Mechanism (CFM) is committed to working in partnership and consultation with governments, civil society, and the private sector in pilot countries to support national strategies to address the local drivers of violent extremism. The CFM will provide support for up to three years to consortia of organisations working at the community level to build resilience to violent extremist agendas; consortia will be coordinated and led by a locally registered legal entity that will act as a principal funding recipient.
Funding will be available for grants of up to three years in duration and commencing in 2019 on a rolling basis. GCERF will provide grants to individual organisations or consortia working at community level. Each consortium should be led by a Principal Recipient responsible for providing sub-grants to other consortium members. Priority will be given to organisations with proven successful PVE experience.
GCERF funding contributes to the Republic of the Philippines’s work in Preventing and Countering Violent Extremism (P/CVE) through its alignment with the National Action Plan on P/CVE – Philippines (NAP P/CVE – Philippines) and through the work of the Country Support Mechanism supporting efforts to achieve its objectives.
Focus on
- Youth and children (in-school and out-of-school)
- Youth support networks (communities; women; families, including mothers; academic and learning institutions; religious leaders and scholars, including those who studied abroad; and traditional leaders)
- Social media users vulnerable to radicalisation to violent extremism (VE)
Priorities

- sense of purpose
Activities
- building tolerance, where violent extremists recruit the marginalised;
- community agency, where violent extremists exploit governance challenges;
- positive social and economic alternatives to what VE groups claim to offer;
- critical thinking and life skills as protection against VE recruitment.
Expressions of Interest
The purpose of an Expression of Interest is for an applicant for GCERF funding to demonstrate that it meets GCERF’s established prerequisites and that it possesses the required capabilities to be a Principal Recipient of GCERF funding.
- Prequisites
- Appropriate legal registration.
- Willingness to accept and fulfil the role of a Principal Recipient (as described herein).
- Required Capabilities
- Established relationships and credibility with the communities and population groups identified in the Call, in the geographical areas also identified in the Call.
- Experience and capacity in programme design and management, and project cycle management.
- Experience and capacity in financial management and in the management of and accounting for international donor grant funding.
- Experience and capacity in working within a consortium and/or managing sub-recipients for those choosing to form a consortium.
- Experience and capacity in community-level initiatives that address the local drivers of violent extremism and strengthen resilience against violent extremist agendas.
