The Government of Japan is currently inviting applicants for its Grant Assistance for Grassroots Human Security Projects (GGP), in fiscal year 2020 (April 2020- March 2021).
Reflecting the Japanese Government’s strong commitment to uphold the concept of “Human Security”, GGP program intends to contribute to improvements in various fields including education, health, infrastructure, as well as other sectors.
The overall goal of GGP is to enhance the wellbeing of people at the grassroots level, based on the concept of human security.
Project Areas
- Education: Preschool/Primary/Secondary/Tertiary Education, Special Education & Inclusive Education, Child Protection, Vocational Training, Teacher Training, Capacity Building & Intellectual Development
- Health: Primary Health Care, Neonatal Care, Rehabilitation for People with Disabilities, Reproductive Health, HIV/AIDS, Health and Nutrition, Prevention of Communicable/Non-communicable Diseases
- Infrastructure: Improvement of Community Lifeline, Universal Design, Disaster Prevention, Environmental Protection, Renewable Energy, Water Management, Waste Management, Transportation Reinforcement
- Others: Social Welfare & Service, Social Protection of Vulnerable Population, Gender Equality, Mine Risk Education, Refugee Assistance, Vehicle Provision, Rural Economic Development
Note: The priority is given to the projects which are in line with Japanese Assistance Policy for the Republic of Armenia.
Grant Amount
The grant amount per project generally cannot exceed JPY 10,000,000.
Duration
No longer than 12 months.
Eligible Recipients
- Non-Government Organizations (NGOs), Non-Profit Organizations (NPOs), Local Municipalities, Educational Institutions, Research Institutions and Medical Institutions based in Armenia.
- Recipients shall have minimum 2 years of activities with stable financial status.
Note: Although local governments including municipalities are eligible for applying, the value-added tax (VAT) is not exempted under the current legislation. In case they would like to apply, they recommend to find a partner NGO which will be the applicant of the GGP so that the VAT will be exempted.

- Capability of the proponent (including track record, financial management capacity, implementation capability and monitoring system, etc.)
- Project feasibility
- Sustainability
- Appropriateness and cost-effectiveness of the requested grant
- Necessity, urgency and impact
