The Eastern Foundation Europe has announced a grant competition to strengthen the sustainability and effectiveness of civil society organizations which provide services to the civilian population affected by a full-scale invasion, as well as to promote the development of organizations in war conditions within the third phase of the program “Capable and Strong”.
Objectives
- Within the grant component of the Program, they will support the initiatives of CSOs that provide services to war victims, in particular – to vulnerable categories of the civilian population: women, internally displaced persons (hereinafter – IDPs), elderly people, people with disabilities, veterans, members families of military personnel, representatives of ethnic minorities, LGBTQI communities, children, etc.
- The focus of support will be on addressing issues related to gender-based violence (GBV), protection of human rights, support for IDPs and ethnic minorities, as well as providing psychosocial support and other types of humanitarian assistance to victims of war (except for cases mentioned later in the text).
- Initiatives may relate to responding to the needs of the organization’s target audience (hereinafter referred to as CA), support of existing and/or development of new services and activities important for CA and the local community.
Areas of Interest
- Possible areas of activity within the scope of the grant competition include, but are not limited to:
- Measures for the protection of human rights and combating domestic violence, in particular sexual violence.
- Support and services for (multi)vulnerable civilians: women, the elderly, people with disabilities, veterans, family members of military personnel, veterans and civilians in captivity, national minorities, representatives of the LGBTQI+ community and others .
- Measures promoting the social integration and rehabilitation of IDPs include employment assistance, legal assistance, psychological support, other counseling support, etc.
- Measures aimed at learning new skills and developing competencies that will help IDPs and/or the affected local population to adapt to new conditions, including measures to support and develop entrepreneurship, increase employment, etc.
- Activities that contribute to the involvement of IDPs and other vulnerable population groups in solving community problems (for example, conflict prevention and mediation).
- Measures aimed at creating/improving the conditions of stay of IDPs in the receiving territorial community.
- Creation or strengthening of partnerships between interested CSOs and local authorities to solve local problems and challenges of wartime in order to support the affected population.
- Creation / provision of safe and inclusive co-working spaces, spaces for work, study and/or cultural leisure for IDPs, local population (among others – youth, children and their parents, elderly people), etc.
- Other measures and initiatives providing support to people affected by a full-scale invasion, including IDPs and vulnerable local populations.
- The Fund may support measures aimed at strengthening the sustainability of CSOs, which include, but are not limited to:
- Staff expansion to support and strengthen the organization’s programmatic activities (for example, new positions of specialists in communications, monitoring and evaluation, fundraising, etc.).
- Measures for employees and volunteers of the organization, according to the priorities and needs of the organization within the project (for example, measures for psychological stability, prevention of professional burnout, professional development, support and insurance packages for volunteers of the organization, etc.).
- Acquisition of equipment or services important for the fulfillment of the organization’s mission or project tasks. Examples: IP telephones for hotline; additional furniture and equipment, if the organization expands its activities and staff; repair of premises owned by the organization or community, if the main services were provided or will be provided in this premises, and the premises require repair, especially due to the consequences of military actions, etc.
Funding Information
- Lot 1: Grants from 400,000 to 500,000 hryvnias for CSOs that have previous experience in implementing similar projects and the necessary professional potential. It is planned to support approximately five projects within lot-1.
- Lot 2: Grants in the amount of 1,000,000 to 1,500,000 hryvnias for CSOs that have previous experience in implementing similar projects and the necessary professional potential. It is planned to support approximately 10 projects within lot-2.
- Lot 3: Grants in the amount of 3,500,000 to 4,000,000 hryvnias for CSOs that have previous experience in implementing similar projects and the necessary professional potential. It is planned to support approximately 10 projects within lot-3.
- The final number of supported projects and distribution by lots will depend on the quality and relevance of the submitted proposals and their budgets.
- One organization within one lot can submit only one application for this Competition. Support can be provided only to one project presented by the organization.
- Expected project duration: from 6 to 10 months (for lot-1 and lot-2); from 6 to 12 months (for lot-3).
Eligibility Criteria
- CSOs are invited to participate in the contest, namely: charitable organizations (non-business societies, institutions, foundations, etc.), public associations (public organizations, public unions), which are registered as legal entities in Ukraine and have the status of a non-profit organization.
- Grants may not be issued to organizations that, at the time of signing the grant agreement, are registered (have a legal address) in the territory designated as temporarily occupied (in the list of settlements in the territories of which the state authorities of Ukraine temporarily do not exercise their powers, as well as settlements, located on the dividing line).
