The Scottish Government is currently accepting applications for the Scottish Peacebuilding Programme.
Programme Objectives
- The overarching objective of the Programme is to increase Scotland’s contribution to Peace. This will be achieved through two separate programmatic strands with the following closely linked objectives.
- Strand 1: Establish a Scottish Peace Platform
- Facilitate the establishment of a Peace Platform in Scotland to coordinate the efforts of civil society, academic, government and private sector stakeholders based in Scotland involved in peace building activities internationally.
- Identify, convene and provide a platform for diverse organisations and stakeholders to exchange knowledge and ideas necessary for developing solutions to the most pressing peace and security challenges, with a focus on feminist approaches to peace-building.
- Foster partnerships in Scotland to have wider impact on peace activities globally.
- Share Scotland’s experience in devolution processes and establishment of democratic institutions as a path to peace for regional and subnational conflicts.
- Increased engagement of Scottish stakeholders in peace-building activities, working with international partners to prevent, mitigate, and resolve violent conflict.
- Facilitate the establishment of a Peace Platform in Scotland to coordinate the efforts of civil society, academic, government and private sector stakeholders based in Scotland involved in peace building activities internationally.
- Strand 2: Delivery of the 1325 Women in Conflict Fellowships
- Build the capacity and confidence of women from conflict affected regions to engage in peace building activities.
- Provide training in conflict mediation and peace-building.
- Facilitate the development and active engagement of a vibrant community of practice amongst the alumni network.
- Provide resources and opportunities for Fellows to engage in peace building activities.
- Build the capacity and confidence of women from conflict affected regions to engage in peace building activities.
- Strand 1: Establish a Scottish Peace Platform
Funding Information
- The overall Grant available will be up to £400k for both strands (inclusive of management fees & any VAT) for an initial period of three years.
Responsibilities
- The grant holder will be required to:
- Comply with SG Standard Grant Conditions for International Development funding.
- Successfully complete an inception phase that incorporates a workplan, a finalised budget, and a participatory approach with stakeholders in finalising the design of the Programme, and which incorporates a gender analysis in line with the provisions of the OECD DAC gender policy marker.
- The design work will give due regard to equality impact in line with the UK Equalities Act and Scottish Government requirements for Equality Impact Assessments.
- Efficiently and effectively implement and monitor the programme, and ensure that this is informed by appropriate engagement with any partners, and with relevant sectoral working groups and civil society. Hold overall responsibility for the delivery of the programme, budget monitoring, adequate financial management and for ensuring that staff and any sub-grantees and contractors in receipt of payments connected with the programme have undergone due diligence checks in line with SG grant conditions.
Impact, Outcomes and Outputs
- Impact
- Scotland contributes to and has greater influence in building sustainable peace and resilience overseas, with enhanced representation of women in peace building processes who are positioned to benefit more equally from crisis prevention and humanitarian action.

- Greater coherence and impact of existing peace-building initiatives and activities
- Evidence-based dialogue based on feminist approaches to peace building takes place amongst government, civil society and other relevant actors
- Increased engagement of Scottish stakeholders in conflict resolution and peacebuilding activities
- Increased confidence and capacity of women peace-builders
- Knowledge on gender perspectives is expanded through provision of substantive inputs and dialogues to global intergovernmental processes

- Enhanced collaboration between Scottish peace stakeholders
- Partnerships established with stakeholders around the world for the prevention, mitigation, and resolution of conflict.
- Women peace-builders trained
- Increased opportunities for women to engage in peace-building processes
- Strengthened community of practice for 1325 Fellows and peace-building stakeholders in Scotland
- Improved evidence based for effective peace-building
- A mid-term evaluation or review which also takes into account recent reports/literature in order to assess quality of outputs and likely contribution to outcomes, and which is capable of setting out the extent to which a Peace Platform is a model which if continued can develop into something more formal.
Activities
- Bidders are encouraged to propose activities for the programme that they consider will best meet the above objective, however some indicative activities are presented below:
- Strand 1: Establish Peace Platform
- Inception Period (c. 6 months):
- Undertake a stakeholder mapping in Scotland and internationally to identify which organisations the programme will seek to engage with. With a focus on harnessing, supporting, or developing existing networks, this could include:
- Representatives of Scottish academia, civil society and politics involved in conflict resolution and peace building activities who may wish to become members of the Peace Platform
- Multilateral organisations involved in conflict resolution and peace building activities who the Peace Platform may seek to engage with v Past cohorts of participants in relevant SG funded programmes such as the 1325 Women in Conflict Fellowship programme, the Scottish Human Rights Defender Fellowship and Europe and Central Asia Fellowship Programme.
- Organisations operating from local to national level in countries affected by conflict that the Peace Platform may seek to support.
- Participatory design: The programme design will involve meaningful participation of a diverse range of stakeholders identified through the stakeholder mapping.
- Workplan: Development of a workplan and MEL framework for the Peace Platform. This should include and be underpinned by a gender analysis, and contain at least one gender equality objective, backed by at least one gender equality indicator in line with Scottish government requirements for mainstreaming gender equality.
- Governance structure: Establish a governance structure for the Peace Platform, leveraging, where possible, the existing governance capacity of the host organisation. Develop a terms of reference setting out roles and responsibilities of the host organisation and affiliated parties.
- Undertake a stakeholder mapping in Scotland and internationally to identify which organisations the programme will seek to engage with. With a focus on harnessing, supporting, or developing existing networks, this could include:
- Implementation Period (to be confirmed based on TOR developed during the inception period)
- Convene meetings and engagements for the Peace Platform.
- Establish a brand identity and web presence independent of the host organisation which has shared ownership amongst its members.
- Broker strategic partnerships between Scottish and international actors.
- Facilitate knowledge exchange between members and other stakeholders.
- Leverage synergies with strand 2 below, as well as Human Rights Defenders Fellowship programme and Europe and Central Asia Fellowship Programme.
- Strong Monitoring, Evaluation, Accountability and Learning plan to routinely collect evidence of impact, share learning and adapt the programme approach, including mid-term review to inform contract break-point.

- Refine the structure of the programme in consultation with stakeholders developed under Strand 1 (1) above.
- Develop a curriculum which could include lectures, interactive workshops, study and parliamentary tours and organisational visits.
- Establish a brand identity and web presence, which recognises SG funding and link to the Peace Platform.

- Provide training on peace building to women from conflict affected regions per annum. As part of their application, bidders are encouraged to
- Provide a compelling suggestion for the number of women to be trained which will provide value for money and optimise delivery both in terms of the level of capacity building achieved and the impact that the women will go on to deliver.
- Present a training programme structure (number of days, location, online/in person, delivered in Scotland/overseas, thematic/geographically focused cohorts)
- Describe how the activities will be interactive and practical, delivering respite, self-care and networking opportunities alongside enhanced knowledge and capacity for peace-building and conflict resolution.
- Consider if and how translation facilities will be used.
- Consider if accreditation can be offered for the Fellows
- Consider how to maximise the impact of the Fellowship through Training of Trainer approaches, Action Plans and Project based outputs for the fellows to put their training into practice. (e.g. deliver workshops at home, produce an advocacy piece, conduct research).
- Optimise synergies with the Peace Platform and other relevant SG funded activities, including past cohorts of the 1325 Fellowship programme, the Europe and Central Asia Fellowship Programme and the Scottish Government Human Rights Defenders Programme.

Eligibility Criteria
- Applicant Organisations must have a legal personality (i.e. a SCIO, a registered company).
- Applications submitted by a consortium must include a lead organisation. There must be a named Project Manager who will liaise with the Scottish Government, as and when required.
- Applications will be assessed against the technical (70%) and financial (30%) proposals.
- The SG is seeking a suitably qualified and experienced organisation or consortia with strong links to Scotland to undertake the design, implementation and management of its Women, Peace and Security Programme, comprising Strand 1 (Establishment of a Scottish Peace Platform to take forward Scottish Government’s peace-building objectives), and Strand 2 (Delivery of the Scottish Government’s 1325 Women in Conflict Fellowships Programme).
- Organisations(s) with experience conducting research, convening and delivering training in the area of conflict resolution/peace building and with the governance capacity to host the Peace Platform.
- Excellent organisational linkages in Scotland and Internationally for conflict resolution and peace building, and ability to leverage these to create opportunities for the Fellows and Scottish organisations to engage in peace building activities.
- Suitably qualified personnel/network of associates with experience in providing practical, hands-on support for conflict resolution.
