Deadline: 13-Aug-21
The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the “Strengthening Teacher Education and Practice” (STEP) Activity in Malawi.
The purpose of Strengthening Teacher Education and Practice (STEP) Activity in Malawi is to improve the capacity of Teacher Training Colleges and the Ministry of Education to strengthen primary teacher preparation programs and operationalize a continuing professional development framework for both new and continuing teachers for more effective management of human resources at the primary education level.
Goal: The goal of STEP is to improve the capacities of TTCs and the MoE to more effectively manage and strengthen primary teacher preparation programs and to operationalize a continuing professional development (CPD) framework for both new and continuing primary teachers
Objectives
The activity will:
- Strengthen primary teacher education preparation programs (pre-service);
- Operationalize a continuing professional development framework, including an established system for new teacher induction.
The recipient must demonstrate progress toward these objectives by monitoring and reporting on a comprehensive set of indicators and targets agreed between USAID and the recipient as part of a comprehensive activity monitoring, evaluation, and learning plan.
Funding Information
USAID intends to award 1(one) Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide up to $15,600,000 in total USAID funding over a 5(five) year period.
Eligibility Criteria
- Eligibility for this NOFO is restricted to qualified U.S. colleges and universities (including minority serving institutions, community colleges, and women’s colleges). USG and USAID regulations generally treat colleges and universities as NGOs rather than governmental organizations; hence, both public and private colleges and universities are eligible. The eligibility requirements apply to the principal recipients only and not to any organization with which the principal recipient may choose to use as a sub awardee. USAID encourages partnerships with Malawian universities and/or TTCs.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID. Recipients must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful recipient(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
