The European Commission is pleased to announce the civil society organisations (CSOs) as actors of the change program in Rwanda.
Objectives
The global objective of this call for proposals is to enable local CSOs to engage as actors of governance and development in their own right and support human rights defenders.
Types of Lots
Thematic Program Lots:
- Lot 1: Budget accountability
- The specific objective of this lot is to support youth organizations to meaningfully participate in budget review processes, monitor the Public Finance Management (PFM) policies, and participate in sectoral working groups to promote budget transparency and accountability.
- Batch 2: Disability
- The specific objective of this lot is to promote the rights of persons with disability and supporting children and youth with disabilities to fully enjoy their human rights, to maximize their independence and decent living conditions.
- Lot 3: Environment
- The specific objective of this lot is to support climate and environment actions at local level lead by youth, to end the mutually reinforcing trends of climate change and ec osystem degradation.
- Batch 4: Art & Culture
- The specific objective of this lot is to support art and cultural activities to stimulate creativity and free artistic expression, to promote the development of the youth.
- Human Rights Lots:
- Lot 5: Human Rights and Democracy
- The specific objective of this lot is to protect and promote responsible freedom of expression, enhance access to information and improve digital media literacy.
- Batch 6: Human Rights in the Mining Sector
- The specific objective of this lot is to protect and promote human rights in the Rwandan mining Sector.

Priority Areas

- Actions aimed at empowering youth by:
- Supporting small scale local action lead by youth to enhance climate resilience, adaptation and risk reduction initiatives;
- Supporting youth organizations engagement on biodiversity protection in rural areas.

Eligibility Criteria
- Lead applicant(s)
- In order to be eligible for a grant, the lead applicant must:
- Be a legal person and
- Be non-profit-making and
- Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity (ies), not acting as an intermediary and
- Be established in Rwanda where the action is taking place or be established in a Member State of the European Union and
- Be registered for at least two years at the time of the submission of an application and
- Be a civil society organization and
- A non-Rwandan lead applicant must act with at least one co-applicant established in Rwanda “The Rwandan lead applicant may act individually or with co-applicant(s)”.
- Where non-Rwandan CSOs apply as the lead applicant, the proposals should outline how Rwandan CSOs will take the lead in priority activities and how the action will build the capacity of Rwandan CSOs.
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself. Co-applicants must sign the mandate
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary (ies) in the action (together with the coordinator)
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity (ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (ie the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:-
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Membership, ie the applicant is legally defined as a eg network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (eg n etwork, federation, association) as the proposed affiliated entities.
