The United States Agency for International Development (USAID) is seeking applications from all eligible organizations to implement the project, Inclusive Development and Equitable Assistance (IDEA).
USAID seeks qualified organizations to proactively and intentionally advance inclusive development to ensure the participation and inclusion of all people in programming, including those who have been historically marginalized.
Purpose: The purpose of this award is to respond to the needs and priorities of MUGVPs and communities of all diverse identities and experiences and build the capacity of organizations that serve MUGVPs to help them meet their goals.
Program Objectives
- Objective 1: Advance inclusion and equity and increase engagement of MUGVPs, with a focus on building cross-cutting programmatic approaches. Leader and Associate awards under IDEA will support programming that advances rights, protections, and increased engagement of MUGVPs in their country. Such programs may be aligned with USAID/DDI/Inclusive Development programmatic initiatives, including:
- Children in Adversity
- Disability Rights, Physical Rehabilitation and Assistive Health Technologies
- Inclusion and Equity
- Indigenous Peoples
- Lesbian, Gay, Bisexual, Transgender, Queer and Intersex (LGBTQI+) People
- Mental Health and Victims of Torture
- Youth
- Objective 2: Enhance Capacity of Local Organizations
- IDEA aims to build the capacity of local organizations to advance the rights of MUGVPs by ensuring they are partners in design and implementation. Under this award the recipient actively engages local organizations in assessing their own organizational development needs to better support their program participants.

Key Personnel
- Chief of Party (COP):
- The COP is responsible for overall program management and will be expected to interact regularly with a diverse range of actors such as program staff, USAID/DDI/Inclusive Development Hub staff, USAID Mission staff, civil society organizations, private sector actors, other donors, and all program stakeholders.
- Minimum qualifications:
- Master’s degree in social sciences, community development, inclusive development, international development, or other related fields.
- Five (5) years of related work experience in managing donor-supported programming in social sciences, community development, international development, inclusive development, or related fields. Demonstrated experience working with marginalized groups.
- English proficiency is required, and a second language is preferred. Strong oral and written communication skills.
- Senior Capacity Development Manager:
- The Capacity Building Manager will provide technical direction and oversight to the capacity development component of IDEA. This will include spearheading the development of the organizational capacity strategy and developing an overarching strategy for capacity building efforts in partnership with organizations.
- Minimum qualifications:
- Master’s degree or equivalent combination of education and work experience in a relevant area.
- Eight (8) years of relevant experience in organizational capacity building, civil society, community development or other related experience’s
- Demonstrated experience in international development, inclusive development, or related fields.
- Demonstrated experience working with marginalized groups.
- Senior Monitoring, Evaluation Learning Officer:
- The Monitoring, Evaluation and Learning Officer to develop and implement robust MEL frameworks and learning agendas to measure impact and inform the implementation of IDEA, for the Leader and Associate Awards.
- Minimum qualifications:
- Master’s degree (or higher) required in relevant field, or equivalent combination of education and work experience in a relevant competency area, including statistics, international development, economics, or other areas.
- Five (5) years of minimum experience working on monitoring, evaluation and learning for donor funded projects.
- Demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing.
- Demonstrated experience working with marginalized groups.
- Senior Gender Advisor:
- The Senior Gender Advisor will be responsible for the integration of gender consideration throughout the implementation of the activity, which will include providing support on the development and implementation of gender analyses, for the Leader and Associate Awards.
- Minimum qualifications:
- Master’s degree (or higher) in: Gender Studies, Development Studies, Social Sciences, Anthropology/Sociology, or other relevant fields (or equivalent combination of education and work experience in a relevant area).
- Ten (10) years of professional experience in gender and social inclusion issues and implementation.
- Practical experience in leading gender mainstreaming, intersection of gender and other marginalized identities and implementation of gender-sensitive projects and programs.
- Experience in gender mainstreaming, analysis, research, designing gender policies, strategies, guidelines, and training manuals.
- Senior Inclusive Development Advisor
- The Inclusive Development Advisor will spearhead a strategy to advance inclusive development programming to MUGVPs. This will include utilizing cross-cutting, inclusive design, and implementation, for Leader and Associate Awards.
- Minimum qualifications:
- Master’s degree (or higher) in a relevant social science (i.e., sociology, demography, psychology, political science, and economics), (or equivalent combination of education and work experience in a relevant area).
- At least ten (10) years of relevant experience in inclusive development and localization.
- Demonstrated experience in leading program coordination, strategic planning, project design with marginalized communities.
Eligibility Criteria
- Eligibility for this NOFO is not restricted. USAID welcomes applications from organizations that have not previously received financial assistance from USAID including but not limited to nontraditional partners—including local actors, organizations representing or led by marginalized groups, U.S. small businesses, faith-based organizations, cooperatives, and civil society organizations.
- Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law.
