Open Call for Promotion and Protection of Human Rights, Democracy and Strengthening of CSOs (Morocco)

The European Commission (EC) is accepting proposals for Promotion and Protection of Human Rights and Democracy and Strengthening of Civil Society Organizations (CSOs).

Objectives

• The general objective of this call for proposals is:
  • To promote and protect human rights and fundamental freedoms; democracy; and the rule of law
  • Strengthen CSOs as independent actors of good governance and development in their own right
• The specific objective(s) of this call for proposals is/are:
  • LOT 1-DDH: Provide direct support to civil society organizations in order to consolidate and strengthen their advocacy role and to energize the multi-actor partnership and the networking of associations at the national-local level in the promotion and defense of human rights. the man.
  • LOT 2-CSOs: Strengthen the commitment of local civil society organizations (CSOs) as actors of good governance and development in the protection, prevention and care of women victims of violence.
  • LOT 3-CSO: Promoting the professional integration of young people (15-29 years old) through culture or volunteering.

Priority Areas

This call for proposals has the following priority(ies):

• LOT 1- HRD
  • Promotion, defense of human rights
  • Promotion of transparency, access to information and strengthening of mechanisms for prevention and fight against corruption.
  • Access to justice for human rights defenders and vulnerable groups through legal and legal assistance, including defense before the relevant courts and with a view to strengthening the protective jurisprudence of Human Rights rights in line with Morocco’s international commitments and the 2011 Constitution.
  • The promotion of the protection of freedom of opinion and expression and the professionalization of media.
  • The protection of civil society actors, including through legal support.
  • Child protection through prevention, protection and care.
• LOT 2-CSO
  • Equality, fight against gender-based violence within a framework of promoting a culture of equality.
  • The promotion of equality between women and men through the fight against gender-based violence (including marriage of minors and single mothers), in particular through the implementation of the Territorial Protocol for the care of women and girls who are victims of all forms of violence.
  • The contribution and support to political dialogue in terms of advocacy on the reform of the Moudawana, and ongoing projects on equality between men and women.
• LOT 3-OSC
  • Professional integration of young people (15-29 years old) through culture or volunteering.
  • The contribution to the inclusion of young people by strengthening their empowerment and their participation in public affairs; in particular through cultural activities and digital transformation.
  • Contributing to and supporting policy dialogue on youth and volunteering.

Funding Information

• The overall indicative amount made available under this call for proposals is €5,630,000; to be financed from the 2021 and 2022 budgets.
• Indicative envelope per batch:
  • LOT 1: HRD- Promotion, defense of human rights and good governance: €2,630,000
  • Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
    • Minimum amount: EUR 100,000
    • Maximum amount: EUR 300,000
  • LOT 2: Equality, fight against gender-based violence within the framework of promoting a culture of equality: €1,500,000
  • Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
    • minimum amount: EUR 300,000
    • maximum amount: EUR 500,000
  • LOT 3: Professional integration of young people (15-29 years old) through culture or volunteering: €1,500,000
  • Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
    • minimum amount: EUR 300,000
    • maximum amount: EUR 750,000

Eligibility Criteria

• Lead Applicant
  • LOT 1- DDH 
    • To be eligible for a grant, the lead applicant must:
      • be a legal person;
      • have no profit motive;
      • belong to one of the following categories of organisations: non-governmental organisation, public sector operator, professional association, public sector operator, research centre, foundation;
      • be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies) and not act as an intermediary;
      • have regularly carried out activities in the field of the promotion of democracy and human rights and more specifically in the fields of intervention of the type covered by this programme:
      • at least during the last three (3) years preceding the filing of the application for applicants of nationality other than Moroccan or during the last two (2) years preceding the filing of the application for Moroccan applicants.
  • LOT 2 & LOT 3-OSC
    • To be eligible for a grant, the lead applicant must meet the following conditions:
      • be a legal person;
      • be non-profit;
      • belong to one of the following categories: civil society organization, including non-profit non-governmental organization (NGO), association, public sector operator, research center, professional cooperative, association, foundation;
      • be established in a country eligible under this call, either: in Morocco, or a Member State of the European Union, or; a country;
      • be directly responsible for preparing and managing the action with the co-applicant(s) and the Affiliated Entity(ies) and not act as an intermediary;
      • have regularly carried out activities in one or more areas of intervention covered by this call for proposals:
      • at least during the last two (2) years preceding the filing of the application for Moroccan applicants.
• Co-applicants
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
  • Co-applicants must sign the mandate.
  • If awarded the grant contract, the co-applicants will become beneficiaries in the action (together with the coordinator).
• Affiliated Entities
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
  • This structural link encompasses mainly two notions:
    • Control, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to an applicant may hence be:
        • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
        • Entities under the same direct or indirect control as the applicant (sister companies).
    • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
