The European Commission (EC) is accepting proposals to strengthen local CSOs as full-fledged actors of good governance and development.
The action aims to contribute to an inclusive, participatory, autonomous and independent civil society and democratic space and to an inclusive and open dialogue with civil society organizations and among CSOs themselves.
Specific objective: Strengthen the capacities of local CSOs to provide quality basic social services, while systematically including efforts to strengthen the organizational capacities of these CSOs and to lead advocacy in order to contribute to long-term positive and transformative effects term.

- Establishment of active pedagogy in school settings
- Positive parenting education
- Functional literacy of parents of students
- Listening and autonomy of parents of students, notably head of household mothers
- Youth & innovation
- Life skills training including Comprehensive Sexuality Education
- Vocational guidance and awareness on self-entrepreneurship
- Supports training and inclusion devices for vulnerable youth
- Inclusion and emancipation of youth through sports, culture and artistic creation
- Digital literacy of disadvantaged youth
- Citizenship education, Information and media education, Environmental education.
- Cross-sectional priorities
- Approach rights, including right of persons with disabilities and right of minorities
- Gender equality and autonomy of women and girls
- Protection of environment and fight against climate change
- Conflict sensitivity, peace and resilience, mitigation of risks of catastrophe
Outcomes
- The capacities of local CSOs to engage in gender equality and inclusion of disadvantaged youth are improved. Local women and youth partner CSOs are supported to value their actions and expertise in terms of engagement with vulnerable populations.
- The capacities of local CSOs to maintain and promote an environment conducive to citizen action as well as to engage in public policy advocacy and monitoring are enhanced.

Eligibility Criteria
Applicant head of file
- In order to claim a grant, the applicant head of file must:
- be a moral person and
- have no profit and
- belong to the following category of organizations: non-governmental organization (NGO, NGO or CSO) and
- be establish6 in a Member State of the European Union and/or in Madagascar and
- be directly responsible for the preparation and management of the action with the co-applicant(s); and the entity/s affiliate(s) and not act as an intermediary and
- Have already carried out activities in the field of development of the type covered by the present call for proposal and
- Possess sufficient capacities and experience to successfully carry out the subsidy, i.e. have executed at a minimum (as a queue leader or co-commander), during the last five years, the implementation of a comparable project of an amount at least equal to 50% of the proposed project amount under the present call for proposals.
Co-applicant(s)
- The number of codeorderers is limited to three maximum.
- Co-plaintiffs participate in the drafting and implementation of the action, and the costs they bear are eligible on the
- same basis as those borne by the lead plaintiff.
- Co-applicants must satisfy the same eligibility criteria as those that apply to the head-of-row applicant himself EXCEPT this criterion:
- Possess sufficient capacities and experience to successfully carry out the grant, i.e. have executed at a minimum (as a queue leader or co-commander), during the last five years, the implementation of a comparable project of an amount at least equal to 50% of the proposed project amount under the present call for proposals.
Affiliated entities
- The queue head applicant and his or her co-applicants may act with one or more affiliated entities.
- Only the following entities may be considered affiliated with the queue head requestor and/or the(x) codepetitioner(s):
- Uniquely those entities that have a structural connection with the plaintiffs (the lead plaintiff or a co-plaintiff), in particular a legal or capital connection.
- This structural link mainly encompasses two notions:
- the control, within the meaning of Directive 2013/34/EU concerning annual financial statements, consolidated financial statements and related reports of certain forms of enterprises.
- Entities affiliated with an applicant may therefore be:
- entities directly or indirectly controlled by the applicant (first-tier subsidiaries or subsidiaries) or controlled by an entity itself controlled by the applicant (second-tier subsidiaries or subsidiaries).This is valid for other levels of control; – entities directly or indirectly controlling the applicant (parent companies). Similarly, it can involve entities controlling a company controlling the applicant; – entities at the same level of direct or indirect control as the applicant (sister companies);
- the membership, that is, the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity ( for example, a network, federation or association,…) that the proposed affiliated entity.
