U.S. Embassy Riyadh announces an open competition for organizations or individuals to submit a statement of interest (SOI) to carry out a program (or programs) for the Public Diplomacy Small Grants Program.
Program Objectives
PAS invites proposals for projects, including virtual programs, that strengthen ties between Saudi Arabia and the United States, promote bilateral cooperation, and enhance mutual understanding. All programs must include an American cultural or educational element or the engagement of American experts, organizations, institutions, or communities in a specific field that will promote increased understanding of U.S. policies and perspectives.
Examples of PAS Small Grants Programs include, but are not limited to:
- S. experts conducting speaking tours/public talks, roundtable discussions, workshops, etc.
- Academic and professional lectures and seminars
- Cultural and arts programs/workshops/performances and exhibitions
- Development of initiatives aimed at maintaining contacts with alumni of their exchange programs
- Environmental and Energy conservation
- Entrepreneurship initiatives, especially with underserved communities such as youth and women
- Youth and Women Sports Initiatives
- Programs that elevate and support moderate voices and tolerance
Priority Program Areas
Priority will be given to project SOIs that further one or more of the U.S. Mission goals, including:
- Programs that develop stronger connections between the United States and Saudi Arabia in terms of an engaged citizenry, entrepreneurship and job skills, tolerance and moderation, women’s empowerment, women and youth participation in the economy, sports, and the arts, culture, media, and entertainment industries.
- Programs that support increased transparency and good governance, as well as respect for the rule of law, civil society, and capacity development of emerging civil society organizations.
- Programs that include or emphasize engagement with underserved communities, especially outside Saudi Arabia’s major population centers of Riyadh, Jeddah and Dhahran.
- Programs that address climate change, promote the green economy, raise awareness of the environmental impacts of carbon emissions, promote clean energy, encourage good stewardship of the land and sea, or emphasize partnerships on other environmental issues of concern.
Funding Information
- Length of performance: up to 18 months
- Award amounts may range from a minimum of $5,000 to a maximum of $150,000
- Program Performance Period: Proposed programs should be completed in 18 months or less. S. Embassy Riyadh retains the right to execute non-competitive continuation amendments. Any amendment is based on performance, pending availability of funds and is not guaranteed.
Participants and Audiences
PAS’s primary audiences include national and regional media; public-private organizations, foundations, and think tanks; government officials (state, district, and municipal officials; policy makers, civil servants); cultural and educational leaders; next generation leaders (e.g., innovators, digital influencers); underserved communities; and academic institutions.

- For-profit or commercial entities are not eligible to apply.
