The Bureau of African Affairs/Embassy Dakar of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program.
Goals and Objectives
- The objectives of the Public Diplomacy Grant program are to promote understanding and foster positive relations between the United States and Senegal or between the United States and Guinea-Bissau; connect U.S. businesses with high potential youth and young professionals (aged 16-35) as well as established professional leaders to the American people through cultural, educational, capacity building and exchange programming that highlights shared values and promotes bilateral cooperation.
- All programs must include an American cultural element, or connection with American expert (s), organization (s), or institution (s) in a specific field that will promote increased understanding of U.S. policy and perspectives.
Priority Program Areas
- Strengthen alumni networks and associations in Senegal and Guinea-Bissau
- Deliver capacity building workshops and programs to target audiences in Senegal and Guinea-Bissau in areas intended to reinforce employment opportunities at home and mitigate drivers of illegal migration, including English language, business skills, and STEM skills such as coding.
- Advance AI capability in Senegal and Guinea-Bissau through AI for specific purposes with targeted workshops, demonstrations, hands-on activities, and programming within the American Spaces network and with well-established partner institutions in the AI ecosystem in Senegal and Guinea-Bissau.
- Foster job creation in Senegal/Guinea-Bissau by training Senegalese/Bissau-Guinean youth in entrepreneurship and digital skills, with the aim of reinforcing stability and mitigating economic drivers of illegal migration.
- Celebrate America’s 250th birthday: Engage Senegalese to commemorate and celebrate through programs that explore and share perspective on America’s history.
- Conduct sports diplomacy programs in preparation for the 2026 Youth Olympics in Dakar, the 2026 World Cup in the United States, and the 2028 Olympic Games in Los Angeles.
Duration
- Proposed projects should be completed in 12 months or less

- This funding opportunity focuses on programs for Senegal and Guinea-Bissau and the following priority audiences:
- Alumni Associations
- American Corners and partner institutions
- AI-focused organizations in Senegal and Guinea-Bissau
- Sports organizations
- Youth and school-based organizations
- Regional cultural, youth, and sports centers
Eligibility Criteria
- The following organizations are eligible to apply:
- USG alumni organizations and networks associated with USG exchange program alumni
- Non-profit and non-governmental organizations registered in Senegal, Guinea-Bissau, or the United States
- Individuals
- Public governmental institutions
- Applicants are only allowed to submit one proposal per organization. If more than one proposal is submitted from an organization, all proposals from that institution will be considered ineligible for funding.
