The United States Agency for International Development (USAID) Southern Africa Mission is seeking applications from qualified local organizations for two Cooperative Agreements to fund a program titled “Reducing HIV Vulnerability: Integrated Child and Youth Health (REACH 1 and REACH 2).”
The goal of the Reducing HIV Vulnerability: Integrated Child and Youth Health (REACH) activity is to avert new infections for children and youth and improve treatment outcomes for HIV positive children and adolescents by increasing access to comprehensive HIV prevention and impact mitigation services and strengthening resilience in vulnerable children, adolescents, and youth.
The Activity will be implemented in two separate geographical areas of Namibia:
- REACH 1: Khomas, Oshana, Omusati, Ohangwena, Oshikoto, and Zambezi regions
- REACH 2: Kavango East and Kavango West regions
Objectives
The two REACH Activities’ key objective/components are to:
- Improved uptake of youth friendly health and HIV services for vulnerable children, adolescents, and youth
- Increased resilience to HIV risks in vulnerable children, adolescents, and youth
- Strengthened GBV/VAC prevention and response
- Improved sustainability of services for vulnerable children, adolescents, and youth

Beneficiary Populations
The two REACH Activities will focus on the following beneficiary populations in their respective geographic areas:
- Vulnerable children aged 0-17 with known risks, including, but not limited to:
- HIV exposed infants, HIV+ children and adolescents
- Children of HIV positive mothers who themselves are not virally suppressed
- Children and adolescents who have experienced sexual violence
- Girls and boys aged 9-14 years in high prevalence areas (sexual violence and HIV prevention)
Eligibility Criteria
- Eligibility for this Notice of Funding Opportunity (NOFO) is limited to local entities.
- USAID welcomes applications from eligible local organizations which have not previously received financial assistance from USAID.
- Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
Note: U.S. or international organizations are not eligible to apply as prime applicants for an award under this NOFO. However, US or international organizations may be proposed as sub awardees under the applications.
