The Enabel is accepting applications for its Governance and Citizen Participation Project to increase the participation of women and young people as well as other vulnerable groups in territorial development processes in the provinces of Kirundo and Cibitoke.
Objectives
- Strengthen the capacity of civil society organizations (CSOs) in the design of projects focused on gender equality and inclusion. This capacity building will provide them with the necessary skills to develop micro-projects eligible for funding, consistent with the priorities or aimed at implementing the priorities identified in the CDPs in terms of gender equality, participation and inclusion, based on the training plan resulting from the situational analysis of CSOs, and a framework for dialogue.
- Support municipal authorities and decentralised services in integrating a gender-sensitive approach into local planning. This action will be linked to the projects of the winning CSOs by promoting better coordination between the funded initiatives and local development strategies.
- To set up a call for proposals and select projects aimed at strengthening the participation and inclusion of women and young people in development initiatives as well as their leadership, based on the results of the situational analysis carried out in the framework of Enabel’s governance programme. Examples: Training and supporting women and young people through a leadership training course; Facilitate their effective participation in decision-making spaces by removing specific constraints, in particular through the establishment of mobile crèches; Support the production and dissemination of methodological tools; Conduct an awareness campaign.
- Ensure the management of funding, supervision and support of the winning CSOs in the implementation of their projects, ensuring rigorous and efficient management of the funds allocated.
Funding Information
- Any grant application under this call for proposals must be between the following minimum and maximum amounts:
- Minimum amount: EUR 200000 of which:
- 130,000 for strengthening and support activities
- 70,000 for the financing of initiatives/projects
- Maximum amount: EUR 250,000 of which:
- 180,000 for reinforcement and support activities
- 70,000 for the financing of initiatives/projects

Expected Results
- The expected results of this subsidy are:
- Civil society organisations (CSOs) have the knowledge and skills to develop micro-projects eligible for funding, consistent with local priorities on gender equality, participation and inclusion.
- Municipal authorities and decentralised services integrate the gender approach and local planning, thus promoting the effective consideration of gender equality in local policies and programmes, through the cross-cutting integration of gender and the identification of specific actions aimed at reducing gender inequalities.
- Projects to actively strengthen the participation, inclusion and leadership of women and youth are identified, selected and funded.
- Successful CSOs are provided with supervision and support to enable them to carry out their projects in accordance with established objectives, in strict compliance with deadlines, performance indicators and financial management standards.
- The participation of women, youth, and vulnerable groups in territorial development processes is increased.
Eligibility Criteria
- In order to be eligible for subsidies, the applicant must meet the following conditions:
- Be a legal entity; and
- Be a private non-profit player or a foundation
- Be a legal person under private law whose profit maximization is not the priority objective;
- Be a specific organizational structure such as: non-governmental organization, international organization,
- Be established or represented in Burundi:
- Be directly responsible for the preparation and management of the action with the co-applicant(s) and not act as an intermediary;
- Have at least 3 years’ experience in three of the following areas:
- Capacity building and support for CSOs:
- Proven expertise in training and capacity building of CSOs, particularly in the areas of project management, resource mobilization and inclusive governance.
- Participatory and inclusive development:
- Proven track record in promoting participatory and inclusive processes, including all stakeholders, including vulnerable groups.
- Knowledge of participatory approaches to ensure inclusive planning and implementation.
- Gender and social inclusion:
- Proven expertise in the implementation of gender-responsive programs and social inclusion
- Ability to assess and respond to the specific needs of women, youth and vulnerable groups in territorial development projects.
- Community Engagement:
- Proven expertise in raising awareness and engaging local communities, with demonstrated results in increasing community participation.
- Knowledge of local dynamics and effective methods to include women, youth and vulnerable groups
- Participatory monitoring and evaluation:
- Skills in monitoring and evaluation of projects, using participatory methods to involve beneficiaries and CSOs in the evaluation of the impact of initiatives.
- Ability to use the results of monitoring and evaluation to improve projects and strengthen the engagement of vulnerable groups.
- Have already managed a subsidy from a funder or any other contract equivalent to an amount of at least 150,000 euros and provide proof of this, or have already managed an average annual budget of at least 100,000 euros over the last 3 years (2022, 2023 and 2024) and provide proof of this (Certificate of good completion or contract and final acceptance report)
- Meet the criteria of an organizational analysis provided for in step 3 of the evaluation of proposals that focus on the applicant’s capacity to implement the subsidy.
