RFP: Implementation of Strategic Information Management Systems under PEPFAR Project in Northeast State of India

PATH is implementing a project on “Implementation of Strategic Information Management Systems under the President’s Emergency Plan for AIDS Relief (PEPFAR) Project in Northeast State of India (Nagaland and Manipur)”.

PATH is partnering with I-TECH India to implement project Sunshine in North-East India, in collaboration with NACO and SACS. To further achieve the goals of Project Sunshine, PATH is in the process of creating partnerships with Civil Society Organizations (CSOs) in the PEPFAR states of Manipur, Mizoram and Nagaland, to accelerate and enhance the quality of the prevention responses in the priority states to achieve epidemic control. The focus of the program is to build processes to optimize and enhance systems at facility and community.

Scope of Work

During the engagement period, under Project Sunshine, the CBO/CSO is expected to carry out the activities as defined in the scope of work, as listed below:

  • Demonstrate population-specific tailored strategies to scale up comprehensive, primary prevention interventions such as Pre exposure prohylaxis (PrEP), condoms, and harm reduction including saturating reach and access to men who have sex with men ( MSM), Transgender (TG) and female sex worker (FSW) populations integrating across the continuum.
  • Employ evidence based efficient and targeted testing and case-finding strategies including index testing, social network model, and self-testing tailored to vulnerable at-risk populations and hard-to-reach geographies to identify those at highest risk of HIV including adolescent and young populations and scale and implement peer-led linkage strategies integrating across the continuum.
  • Implement tailored operational strategies for integrating prevention to care and treatment continuum to increase retention in care and viral suppression, TB prevention and treatment of all PLHIV including vulnerable PLHIV (PWID, including adolescent, young and female injection drug users, people in prisons, and closed settings, FSW, MSM and TG people).
  • Implement robust systems to carry out routine site-level granular analysis and program review for micro-targeting the response including course correction. Work closely with community members on client-centered models for service delivery, innovations and monitoring.
  • Identify new and non-Targetted Intervention ((TI) registered for new HIV case detection and provide linkages for Positive community to ART service and referrals to TI and OST and other harm reduction services in identified locations within the priority districts.
Objectives
  • The identified CBOs and CSOs will partner with PATH and I-Tech India (to enhance the institutional and human capacity to accelerate HIV/AIDS response and scale up and strengthen the quality of the comprehensive package of services primarily for People Who Inject Drugs (PWID) and other HRGs, in the 5 priority districts of Nagaland Viz Dimapur, Tuensang-Noklak, Mokokchung, Kiphire, and Kohima and the Imphal district in the Manipur for prevention and harm reduction strategies, community capacity building trainings workshops etc.
  • The project will support programs for early case detection and referrals and linkages to HIV treatment services.
  • As part of complimenting the harm reduction services in the priority districts, the project will include various sessions, workshops, activities towards community empowerment.
Funding Information
  • Not to exceed $ 108,648 (INR 7,931,255) for the states Nagaland
  • Not to exceed $ 29,133 (INR 2,126,510) for Manipur
Geographic area of Intervention
  • Nagaland – 5 priority districts of Nagaland Viz Dimapur, Tuensang-Noklak, Mokokchung, Kiphire, and Kohima
  • Manipur – Imphal
Eligibility Criteria
  • Grant applicants must be registered entities in the India and allowed to work in proposed state.
  • The applicants should also be allowed to work on proposed health issues through their registration.
  • The applicant must have demonstrated ability to manage grant funds and at least three years of experience in any of the following intervention areas: health promotion; behavior change communication or social mobilization; delivery of high quality HIV prevention, testing, care, and treatment services at the community-level; and/or experience providing health services to priority population groups.
