The United Nations Development Programme/Programme of Assistance to the Palestinian People (UNDP/PAPP), invites you to submit a proposal for “The Gaza Early Recovery Programme 2021” (E-work) project’s implementing partner.
Scope of Work
- Conduct a gap assessment to determine potential training fields to be covered in the first training phase.
- Design and implementation of advertising and promotional campaign.
- Target group selection criteria for each phase of the project. A selection modality should be developed and agreed upon with PMU.
- Development of the technical (180 youth) and freelancing (120 youth) tracks with implementation plan and description on the details per track – such as training content, trainers’ selection process, number of hours, duration, frequency, trainees’ evaluation, and specific requirements for the target group.
- Provide hosting co-working spaces for each trained freelancer: these co-working spaces will give the trained freelancers a place to work at without the fear of electricity issues in Gaza. Working spaces are also great opportunity for them to meet with senior freelancers who have been already working and can exchange experience with them.
- Incentive modality of the participants to ensure their full engagement and commitment.
- Prepare coaching & mentoring action plan for each technical field
- Monitoring and evaluation tools to track the progress of implementation and ensure meeting agreed key performance indicators (KPIs).
Objectives
- The overall objective of the assignment is to assist UNDP to implement the E-Work project which has the following output:
- Output 5: People directly affected by the hostilities are provided with dignified short-term job opportunities (particularly through e-works)
- Therefore, UNDP aims for the following through this intervention:
- Strengthening capacities of 180 unemployed affected youth graduates, affected by the May 2021 hostilities. through a well-designed technical training in freelancing.
- Increasing employability of 120 youth of the trained graduates through freelancing platforms
Funding Infromation
- The total available budget to conduct all activities including the arrangement of the co-working space, and the Responsible Party administrative and operational cost is US$ 140,000. Please note that in the technical proposal this should be considered and will not be part of the financial competition between applicants.
- The average number of trainees per group is 15-18 youth. This should be considered in the design of interventions.
Duration: The agreement would be for a total period of 12 months.
Eligibility Criteria
- Non-governmental organizations (NGOs); Civil Society Organizations (CSOs), International Non-governmental organizations (INGOs); or Private companies.
- Registered in accordance with the national legislation
- Demonstrate a commitment to the principles of human development.
- Have an operating office in the Gaza Strip
- Have at least 4 years of experience in managing and implementing technical and freelancing programmes
- Have or able to secure a co-working space that can accommodate the 120 potential freelancers during the project lifecycle.
- Have no record of litigation.
