The Howard County Economic Development Authority (HCEDA) is seeking applications for the 5th round of HoCo Rise Business Grant for Nonprofits to provide financial support Howard County.
Eligible uses of funds include reimbursement for the costs of business interruption caused by the COVID-19 mandated business closures, or for costs required to re-open and operate safely. This grant may be used to cover expenses incurred beginning March 1, 2020 through December 31, 2021.

- Business and Economic Development
- Workforce Development
Eligibility Criteria
In order to qualify for this grant, organizations must:
- Be a non-profit, tax exempt organization located in and serving Howard County;
- Be in ‘Good Standing’ with Howard County and State Department of Assessment and Taxation (SDAT);
- Pledge to that is intends to use the Grant to assist in the continued operation of the non-profit;
- Provide a 2019 or 2020 IRS Form 990 that demonstrates tax exempt status;
- Be free of bankruptcy or litigation that would restrict the receipt of grant funds;
- Submit required documentation (IRS Form 990/W-9/Loss of Revenue); and,
- Have been established prior to March 1, 2020.
Criteria
For the purpose of this document, specific terms are defined as follows:
- Organization/Business: The entity that is seeking funding from this grant.
- Applicant: An owner/founder, or an individual authorized to provide the information required in this application on behalf of the Business seeking this grant.
- Owner: Any individual that holds an equity stake in the Business.
