The United Nations Development Programme (UNDP) has announced a call for proposals to recruit local NGO to support an existing organization to design and implement a Youth Incubator Program, related to the UNDP CERO Waste: Circular Economy for the Recovery of Waste (CERO Waste) to focus on the creation of start-up enterprises and further development growth of small to medium enterprises in the circular economy and waste management industries.
- divert recyclable waste from landfill to address immediate waste management and pollution issues in Samoa and Tokelau, and
- unlock the potential of green employment, particularly for unemployed youth including young women, to accelerate the exploratory transition into a comprehensive circular economy that diversifies and strengthens resilience of the national economic base, derisking future investments in circular waste management by the private sector whilst enhancing income – generating opportunities within the emerging circular economy.
- Design and develop a 6-10 week – Youth Incubator Program (YIP) for 20 young entrepreneurs across Samoa focusing on the circular waste economy and targeting at least 40% of young women.
- Implement and deliver trainings and workshops that include financial literacy, business management, business development inclusive of practical learning opportunities and other related or relevant trainings for young entrepreneurs.
- Provide and deliver networking opportunities, mentoring, and coaching for young entrepreneurs.
- Establish and implement an online platform for information and resource sharing for young entrepreneurs.
- Conduct monitoring, evaluation and reporting of their Program to ensure that the expected outputs and results of the project (CERO Waste) are achieved.
- Proposals amounts should range from a minimum of USD 40,000 to maximum USD 43,000 (including taxes, if any).
- The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities. In principle, project duration will not exceed three months.
- Proposed Methodology, Approach, quality assurance plan and Implementation Plan – this section should demonstrate the NGO’s response to the Terms of Reference by identifying the specific components proposed, how the outputs / delivery shall be addressed, as specified; providing a detailed description of the essential performance characteristics proposed; identifying the works / portions of the work that will be subcontracted.
- Management Structure and Resource (Key Personnel) – This section should include the comprehensive description of the management structure and information regarding required resources including curriculum vitae (CVs) of key personnel that will be assigned to support the implementation of the proposed methodology, clearly defining the roles and responsibilities vis-à-vis the proposed methodology. CVs should establish competence and demonstrate qualifications in areas relevant to the TOR.
