The United Nations Development Programme in Bosnia and Herzegovina (UNDP) has launched the Second Call for Proposals under the regional project “European Union Support to Confidence Building in the Western Balkans”, funded by the European Union and implemented by UNDP.
The aim of the Call is to support projects a civil society organization focused on promoting and protecting the rights of victims and survivors of the 1990s conflicts, as well as their families.
The project will strengthen local actors to raise public awareness of past crimes, including dialogue and exchange of views among a wide range of stakeholders, especially young people and future leaders, in order to contribute to a better understanding of the crimes committed during the 1990s conflicts in the territory of the former Yugoslavia. The project will effectively mainstream gender equality, by systematically incorporating a gender perspective and gender-responsive justice.
All interventions will aim to increase both accountability for war crimes in the region and public support for it, as well as to strengthen dialogue within societies and between ethnic groups about the crimes committed during the 1990s, all with the aim of achieving sustainable peace in the region and building a more resilient society and stronger social cohesion.
Funding Information
- The total financial resources for the award of grants amount to EUR 400,000 and will be awarded in Bosnia and Herzegovina, Montenegro, Kosovo and Serbia, based on the final decision of the Commission for the selection of project proposals at the regional level.
- The minimum amount per grant is EUR 5,000
- The maximum amount per grant is EUR 60,000
Duration
- Duration of the proposed project: Minimum : 4 months; Maximum: The project should be completed no later than October 31, 2026.
Eligible Activities
- The activities supported by the public call are:
- supporting victims and survivors to achieve better access to justice and institutional services, including, for example, exercising the right to compensation and reparations, informing victims and survivors about their rights;
- Support for criminal justice, including by ensuring access for witnesses to court and prosecutor’s offices, supporting the participation of survivors (witnesses, victims, injured parties) and trial observers in trial processes;
- psycho-social support for victims, survivors and their families – external or peer (including addressing the effects of transgenerational transmission of trauma);
- advocacy campaign to improve the rights and status of victims and survivors;
- support for victims and survivors of sexual violence in war (including their families, especially children born after war rape, to address the effects of transgenerational transmission of trauma);
- capacity building and mentoring of small civil society organizations by more experienced organizations (to increase their sustainability in terms of project planning and implementation, fundraising, campaigns, advocacy and communication, etc.) improving their operational infrastructure;
- enable and promote better and direct communication between victims and relevant local authorities.
Requirements
- Applicants, registered in Bosnia and Herzegovina, who meet the requirements for receiving grants are:
- non-governmental organizations and associations that bring together victims of war crimes as well as survivors and their families, and are engaged in the protection and promotion of the rights and interests of these groups;
- non-governmental organizations and associations that deal with the promotion and protection of victims and their rights, transitional justice, human rights, providing psychosocial support, and free legal aid;
- non- governmental academic, research and scientific organizations, which are active in the field of victimology.
- Note : Non-governmental organizations (NGOs) that currently have an active, ongoing contract with UNDP (either a low-value contract or a Responsible Party Agreement) can apply to this call if they meet the following requirements:
- that the total amount of funds received during the UNDP programming cycle 2021-2025 may not exceed a total of 300,000 dollars (USD). This amount includes all past, current and potential funds that may be received through the grant mechanism;
- NGOs must demonstrate that they have achieved the planned or most of the planned results from any previous or ongoing agreement with UNDP.
