Swansea Council is launching a new Employability Anchor Programme, Pathways to Work under the UK Government Shared Prosperity Fund People and Skills priority.
The Employability Anchor will build on the success of the UKCRF ‘Pathways to Work’ pilot project to continue a co-ordinated multi-agency approach to deliver employability provision.
Multiple delivery partners will bring specialisms together to provide a holistic support offer and create employment and skills pathways into key areas through the provision of skills and training, work trials, volunteering, paid placements and job search support.
Employability Provision
- The focus will be on gaps in current provision and local needs to complement existing providers by the creation of employment pathways delivered through the provision of:
- NEET Prevention support in secondary schools/PRU
- Engagement support for NEETs and Economically inactive
- Enhanced Employability support
- Skills and training support
- Digital skills
- Job clubs linked to local employers
- Volunteering and paid placements
- Niche employability provision through third party grant scheme
- Pathways to Work will support Unemployed and Economically inactive individuals with the aim of moving them closer or into the labour market. Provision will also offer in work support to employed people to upskill the current workforce in line with local needs.
Funding Information
- This is the open call for employability projects- the estimated value is £2,000,000.
- Project delivery will commence on the 1 June 2023 and delivery will end on the 31 December 2024.
Eligibility Criteria
- Swansea Council is seeking multiple providers to join the Employability Anchor to deliver engagement activity, employability support, skills and training support for Economically inactive and Unemployed and employed individuals in Swansea.
- Swansea Council is inviting project proposals from specialist providers to deliver tailored support for the following groups:
- Disadvantaged vulnerable young adults disengaged from mainstream provision and furthest from the labour market.
- Young adults supported by the Youth Offending Service, Looked after Children and Care leavers.
- Young people exiting full-time education and training as NEET at risk of disengaging requiring an immediate intensive re-engagement pathway.
- Individuals supported by Community Health teams.
- Economically Inactive/unemployed individuals requiring volunteering or work experience.
- Individuals aged 50+ who have become Economically Inactive and not eligible for support with current providers – re-engagement pathways.
- Economically inactive and socially isolated.
- Refugees, Asylum seekers.
- People in custody – prior to and on release from prison.
- Disabled young people and adults’ employment pathway. Individuals with long term health conditions.
- Homeless people and those at risk of homelessness.
- Skills support for people in employment.
- In addition, they are looking for partners to deliver basic skills, digital skills and ESOL provision.
- Project proposals should focus on addressing the local needs and gaps in existing provision to ensure activities complement and align with other employability provision to avoid any duplication.
- Applicants should have proven experience and the ability to deliver tailored support for these groups of individuals to progress them closer or into the labour market and to sustain meaningful employment. Applicants should also have a thorough understanding of this group, the barriers they face and support needs.
- Applicants should initially ensure that their proposed project activities do not duplicate but complement the existing employability anchor activity.
