The Sustainable Communities through Women’s Empowerment Project, Phase II, aims to further enhance gender climate resilience in Moldova by integrating gender aspects into climate policies, strengthening women’s leadership as climate action agents and promoting smart, gender-sensitive climate solutions.
It is in line with national priorities and the National Development Strategy “Moldova 2030”, aimed at adaptation to climate change and environmental protection. The project also supports the Programme for Promoting and Ensuring Gender Equality in the Republic of Moldova for 2023-2027 and contributes to achieving energy-related objectives by improving the production and availability of local energy.
The project “Resilient Communities through Women’s Empowerment”, Phase II is funded by Sweden and Norway and implemented by the United Nations Development Programme (UNDP) from August 2024 to August 2028.
Goals and Objectives
- The aim of this support programme is to promote sustainable development and increase the resilience of 20 partner communities through the implementation of climate change adaptation and greenhouse gas emission reduction activities.
- Suggested goals:
- Integrate gender-sensitive climate change adaptation measures into development planning at all levels and in priority sectors to ensure medium- and long-term resilience to climate change of economic, social and environmental systems;
- Development and implementation of gender-sensitive measures to mitigate climate change and reduce greenhouse gas (GHG) emissions to reduce society’s vulnerability to climate change.
- Creating public-private partnerships to protect the environment and increase resilience to climate change at the local level.
Results
- As a continuation of the first phase, the project aims to achieve the following results:
- Strengthening the capacity of national and local authorities to advance transformative climate action with a gender perspective. This will be achieved by integrating climate and gender considerations into policy documents and facilitating the engagement of various stakeholders. This will help ensure that climate and gender considerations are taken into account at all levels, from national to local, contributing to an integrated response to challenges;
- Strengthening and developing women’s leadership at the national and local levels in climate action. The project plans to achieve this outcome through education, capacity building and a leadership fellowship programme. Empowering women as leaders and agents of change in climate change adaptation and mitigation efforts is essential to ensuring inclusive and sustainable development;
- Identify, support and scale up climate-smart solutions led by women among women’s groups and target communities. The project will support the implementation of climate- smart interventions in women-led households and agricultural enterprises, promoting sustainable practices and creating economic opportunities;
- Dissemination of women-led climate smart solutions and raising public awareness. The project will conduct information campaigns, develop a gender-sensitive knowledge management platform on climate change and increase the visibility of the project. By presenting success stories and organizing various information campaigns involving various key stakeholders, the project will contribute to the development of a culture of climate awareness and gender-sensitive actions.
Funding Information
- During the period 2025-2026, 20 selected communities will receive support in developing/updating their Sustainable Energy and Climate Action Plans and will then be eligible for 3 types of support:
- for communities – services and equipment with value up to 40,000 US dollars, co-financing – 10%;
- for women agricultural producers – services and equipment worth up to 20,000 US dollars, co-financing – 10%,
- for economically active women at the household level – services and equipment with a value of up to 6,000 US dollars, co-financing – 5%.
Eligibility Criteria
- Settlements Eligible to Apply:
- Expressions of interest for support for the development and implementation of sustainable climate and energy plans can be submitted by local authorities throughout the Republic of Moldova, including communities on the left bank of the Dniester River.
- The competition targets three different groups of communities:
- Communities that have already developed their Sustainable Energy and Climate Action Plans (SECCAPs) but need to be updated to include new provisions with elements of sustainable energy, climate, energy poverty or gender issues.
- Communities that have developed Sustainable Energy Action Plans (SEAPs) by 2020 but need to be updated to include new contexts with elements of sustainable energy, climate, energy poverty or gender aspects.
- Communities that do not currently have a PDUEC but are interested in starting the development process.
