The Winchester City Council is seeking applications for the Town Forum Small Grant Scheme for local voluntary and community groups.
The council recognises that the cost of living crisis is having a significant impact on voluntary and not for profit organisations across the district. Therefore the criteria for their small grant scheme have been relaxed and the maximum grant increased to £1,000 during this period.
Winchester City Council recognises the important role that community & voluntary organisations have in delivering key services to the people and communities of the Winchester District. As such the Council’s grant funding programme is aimed at supporting voluntary and not-for-profit groups and organisations in the District that can clearly demonstrate how their services and projects help deliver a cohesive, sustainable, resilient community.
Funding Information
The grants of up to £1,000 are available for one-off pieces of expenditure if on projects, equipment and other items which will help your organisation to do more, to reach more people, to provide better services or to try something different.

- One off cost of unique activities or special events
- Additional equipment
- Set up costs for new groups
- Marketing material
Eligibility Criteria
- Town Forum Small Grants Scheme is specifically for organisations serving the five unparished Wards of Winchester and open to partnership funding with surrounding parishes (e.g. Badger Farm & Olivers Battery). Your organisation needs to be a not-for-profit voluntary organisation, community group or a registered charity running activities or projects that benefit the residents of the unparished Wards of Winchester.
- In order to be eligible for consideration, applicants must comply with all of the following criteria:
- Organisations applying for funding must be able to support one or more of their funding themes.
- Organisations/groups applying for a grant must have a current bank account in the name of the organisation/group. Winchester City Council will not make grant payments to individuals, even if they are an official of the organisation.
- Activities which have already received funding through this grant scheme will not be eligible for further funding for the same activity in subsequent years. Records are kept of all previous applications and awards.
- Only one grant from this funding scheme will be given to an organisation in any one financial year.
- Organisations working with children, young people or vulnerable adults must have a robust protection policy in place and ensure that all active staff and volunteers have undertaken a DBS check
Please note:
- Grants will only be awarded to groups and organisations whose activities are of direct benefit to the residents of the Winchester town wards (and immediate surrounding areas).
- Every group and organisation should have a constitution or documentation which includes a formal decision making process, and aims that are acceptable to Winchester City Council.
- In the case of registered charities they must comply with the standards laid down by the Charity Commission.
- Organisations applying will need to demonstrate community benefit
Ineligible
They are unable to fund:
- Organisations
- Commercial organisations
- Individuals
- Organisations whose main objective is to raise funds for other charitable organisations
- Activities
- Local or national appeals
- Student expeditions
- Play areas (eg. large equipment for public playgrounds)
- Activities which are of a wholly and exclusively political or religious nature,
- or organisations supporting political activism
- Replacement or ˝like for like˝ equipment/items
- Curriculum based school activities
- Capital or project activities of a statutory nature
- Retrospective funding of activities/projects
- General running costs of an organisation
- Profit making events/activities for your organisation or others
- Repeat activities / projects
- Websites
