The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) has announced an open competition for organizations interested in submitting applications for projects that promote accountability in the security sector and encourage governments to be responsive to security force gross violations of human rights.
Activities
- Supporting and building the capacity of civil society and civilian experts to gather and develop credible, detailed information about gross violations of human rights by security forces, including information to support identification of perpetrators.
- Building reporting channels for abuses committed by security forces (citizen tip lines, social media, official reporting, tribal/other group reporting);
- Strengthening civil society’s ability to advocate effectively and with expertise to government entities on gross violations of human rights by security forces;
- Advocating for, developing, and/or monitoring the implementation of legal framework initiatives to support human rights protections in the security sector, including related to the protection and wellbeing of children in conflict and post-conflict situations.
- Strengthening journalist capacity to investigate and report on security sector issues and abuses.

Priority Regions
Proposals must focus on countries with gross violations of human rights due to excessive use of force and abuse by security personnel. Helpful resources for applicants include the Department of State’s annual Human Rights Reports
Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
