The U.S. Consulate General, Public Affairs Section in Chennai is soliciting proposals for a grant/cooperative agreement for this funding opportunity which is to enhance the capacity of U.S. government-sponsored program alumni to share knowledge gained from their exchange programs among local stakeholders, and in furtherance of shared U.S.-India objectives.
This funding opportunity seeks to build upon four (4) or more recent International Visitor Leadership Program (IVLP) and other exchange programs through the implementation of at least one follow-on alumni workshop for each exchange on topics/themes including (but not limited to):
- Water
- Sustainability and Disaster Management/Resiliency
- Countering Disinformation and Online Harassment and Trolling
- Civil Rights, Civic Responsibility, and Active Citizenship
- Trafficking in Persons
- Air Quality
- Empowering Women and Girls
- Advancing Science, Technology, Health, and Innovation
- Promoting Inclusion and Educational Opportunity
- Forthcoming projects from the 2020 IVLP slate, TBC
These workshops will enable recent U.S. exchange program alumni in India to use their first-hand exchange experience to lead capacity building workshops for their peer groups, including non-elite, regional language, and rural participants, sharing knowledge acquired from U.S. exchange programs more broadly. Outcomes will include attitude, knowledge and behavioral change, and shared photo essays, media articles, podcasts, and blogs by participants.
Project Goal
The overarching goal of this funding opportunity is to enhance the capacity of U.S. government-sponsored program alumni to share knowledge gained from their exchange programs among local stakeholders, and in furtherance of shared U.S.-India objectives.
Specifically, the program will:
- Empower U.S. program alumni to convene, inform, engage, influence, and inspire their professional sectors, local communities, and the general public on priority policy issues,
- Broaden the visibility and influence of the U.S. Consulate General Chennai into non-elite, rural, regional-language speaking areas of the consular district,
- Build U.S. program alumni capacity to serve as positive change-makers in their respective communities, and
- Motivate and activate U.S. government-sponsored program alumni to redefine what it means to be an alumnus/alumna through focused, intentional, alumni-driven action with non-English speaking audiences wherever possible.
Project Objectives
Within one year, 80-120 total workshop participants demonstrate that they have developed and shared valuable knowledge and insights/content with their communities/wider audiences, as evidenced by self-reporting during post-program surveys and focus groups.
Project Deliverables
- Organize and implement a series of four (4) or more interactive, knowledge-sharing workshops, for between 20-30 participants per workshop, led by up to three (3) U.S. government-sponsored program alumni in four (4) or more cities represented by the Chennai Consular District on themes identified by the Public Affairs Section of the U.S. Consulate General Chennai (PAS Chennai).
- At the end of the project, up to three U.S. program alumni will have served as change-makers in their respective communities through capacity-building sessions for the 20-30 participants per workshop.
Project Audience
Various stakeholders who include, but not limited to: 1) alumni peer groups, 2) non-elite, non-English speakers, 3) rural participants, and 4) participants from NGOs, academia, and other professionals and policy makers.

- Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
- Cost sharing or matching is not required for this funding opportunity.
- Pre-award costs are not an allowable expense for this funding opportunity.
