The UN Women is inviting proposals from qualified applicants for reduction in prevalence and incidence of family violence which includes physical, social, sexual, economic and psychological/emotional abuse and acts of aggression within relationships that are considered as family connections or akin to family.
The initiative recognizes that family violence is a form of gender-based violence in which women and girls are disproportionately the victims. The initiative is concerned to address the root causes of this violence, that is, patriarchal and unequal gender norms and relations between women and men. Family violence negatively affects a range of human rights including women’s and girls’ enjoyment of sexual and reproductive rights.
While the focus of Spotlight is on women and girls, the improved capacities of regional and national institutions to implement laws and policies, collect and analyse data and engage in prevention programming will benefit men and boys some who also experience family violence and all of whom are affected by harmful stereotypes around masculinity.
The regional programme will complement the investments of regional institutions and contribute to the scale, sustainability, visibility, lessons learnt and replication of programming throughout the region.
It will address specific regional institutional bottlenecks that impede or limit the reach of technical support to respond to and prevent family violence in CARICOM member countries.
In particular, the regional programme will support CARICOM and OECS as the two intergovernmental frameworks leading functional cooperation in the region. The regional programme will add value in a number of ways, including:
- Ensuring that countries without a country level Spotlight programme benefit from the regional public goods developed through the regional programme
- Supporting regional integration and functional cooperation both within and between regional institutions as approaches to ending family violence are mainstreamed into approaches to crime and security, health, justice and data and research
- Build capacities of regional level organisations to provide technical support to national institutions will contribute to sustainability
- Support the demands of civil society for inter-governmental and state action and accountability to end family violence.
- Provide models for Caribbean specific community approaches to support behavioural and cultural change.
UN Women MCO Caribbean is supporting implementation of the Spotlight Initiative in four CARICOM member states- Grenada, Guyana, Jamaica and Trinidad and Tobago of six CARICOM Member States (the others being Belize and Haiti) to receive support from the Spotlight Initiative. UN Women MCO Caribbean leads on Pillar 6 in these four territories.
Required Services/Results
- It is expected that Women’s rights groups, autonomous social movements and relevant CSOs, including those representing youth and groups facing multiple and intersecting forms of discrimination/marginalization, more effectively influence and advance progress on GEWE and ending VAWG.
- With this in mind, resources are being made available within the SI, for Non-Governmental Organizations experienced in movement building, advocacy, activism, digital organising. Proponents may apply to one or more of the following:
- Strengthen and operationalise regional umbrella networks of women’s rights groups and CSOs to support a coordinated approach to ongoing feminist movement building for gender equality and women’s empowerment and ending VAWG across the Caribbean region utilizing approaches that have proven effective, are innovative and sustainable for joint advocacy, activism, and accountability. 3Grants available up to USD 54,500 equivalent each.
- Support intergenerational dialogues with young feminist leaders and grassroots youth leaders and groups working on feminist or women’s rights and empowerment issues, but who may not identify as part of the women’s rights movement in Caribbean Spotlight countries and other countries in the Caribbean region. (E.g., biannual in-person/virtual sessions, webinars, etc.). 5Grants available up to USD 22,000 equivalent.

Reporting Obligations
- Inception Report or Concept Note
- Workplan detailing activities to be carried out and modality
- Technical Coherence Reporting
- Monitoring and Evaluation Reports
- Submit Progress / Status Report Quarterly in line with UN Women guidelines and requirements.
- Submit a final report at the end of the project period.
For all workshops, training and activities involving direct beneficiaries, Responsible Party must produce:
- Event Report within one week after the event
- Participant Register
- Participant Feedback Form
- Pictures/Videos – group & interactive (including participants & presenters)
- Media Release Form required for programme participants e.g. children, direct beneficiaries (survivors or vulnerable groups)
- Audience engagement data (in the case of media campaigns initiated for Spotlight)
Requirements
- Technical/functional competencies required;
- Responsible Party must be a Registered Non-Governmental Organization.
- At least 5 years’ experience implementing initiatives on gender equality and women’s rights, including the elimination of violence against women.
- At least 3 years’ experience with coalition or movement building, or in supporting dialogues on women’s rights issues and/or VAWG.
- At least 5 years’ experience working in the CARICOM region. Joint applications between NGOS in the target countries with proven experience working in both countries may also be accepted.
- Other competencies, which while not required, can be an asset for the performance of services
- Previous experience working with the United Nations.
Eligibility Criteria
- UNWOMEN is soliciting proposals from Civil society Organization (CSOs). Women’s organizations or entities are highly encouraged to apply.
- Joint applications between nationally-based NGOs in the countries covered may also be accepted.
