UN Women Nepal is seeking the services of a network of civil society organisations to carry out a series of consultations around the Beijing +30 Review process in all three tiers (federal, provincial and local) to prepare the NGO Parallel Report.
The purpose of the assignment is to carry out a series of consultations in all three tiers of the governance for National Review Process to identify progress made and gaps/challenges in implementation of the BPfA. The preparation of the NGO Parallel Report should involve diverse women’s rights organisations with intersecting identities and those working on gender equality and social norm change. All consultative processes should ensure participation of representatives from diverse groups particularly marginalised groups, including LGBTIQ+, women with disabilities, dalit women, indigenous women, Madhesi women, Muslim women, single women, indigenous women etc.
The review will feed into the regional civil society consultations of the Beijing +30 Process organized by UNESCAP in Bangkok in November 2024.
The specific objectives of this assignment are to:
- Through a consultative process, assess progress made on the implementation of the BPfA and its 12 Critical Areas of Concerns reflecting the wide diversity of experiences and multiple forms of discrimination faced by women from marginalised groups;
- Prepare a comprehensive NGO Parallel Report (each selected CSO will produce their own NGO Parallel Report) reflecting the concerns of civil society in relation to women’s human rights and giving voice to the views of diverse women and their organisations on the 12 Critical Areas of Concerns and crucial emerging issues. The report is to be developed in accordance with the guidance of NGO Guidance for National Parallel Reports.

Contribution to UN Women Strategic Note (2023-2027)
- Outcome 1.4. By 2027, more people, especially women, youth, and the most marginalized and poor increasingly participate in and benefit from coordinated, inclusive, accessible, participatory, transparent, and gender-responsive governance, access to justice and human rights at federal, provincial, and local levels.
Deliverables
- Inception report defining approach, draft report structure including detailed work plan (max 10 pages);
- A comprehensive hard and soft (both in Word and PDF) copies of NGO Report (max 70 pages) on the progress and remaining gaps in progress on the BPfA;
- Publication of the NGO Report in English and Nepali (200 copies each). The selected CSOs will also submit 10 copies each to UN Women.
Key Activities
- Organize consultations in seven provincial capitals for approximately 60-70 diverse range of participants. These consultations should also have representatives from the local level.
- Finalize, print and disseminate the NGO Report in English and Nepali with the preparation of the realistic dissemination plan
- Note: UN Women will organize the national launching event of the report. Therefore, CSOs are not required to allocate budget on this.
Geographic Location
- The initiative will be rolled out in Seven Provinces. There will be two CSOs selected.
Competencies
- National NGO/network with at least 10 years of experience in BPfA processes
- Strong outreach in federal, provincial and local level to carry out Beijing review processes
- Demonstrable experience of conducting similar assignment in the past
- Demonstrable linkages with the women’s movement in Nepal
