The United Nations Development Programme (UNDP) has announced a request for proposals and intends to support an activity that strengthens the capacity of human rights defenders in Asia to engage State-based and non-State-based grievance mechanisms.
Scope of Work
- The ultimate objective of this assignment is to strengthen the capacity of human rights defenders in Asia to effectively engage State-based and non-State-based grievance mechanisms. While the below provides a general overview of the scope of work for this assignment, bidders are required to propose a more concrete methodology to achieve the deliverables:
- Develop an innovative approach to strengthen the capacity of human rights defenders in seven countries in Asia to engage with national and international grievance mechanisms. The countries will need to be agreed with UNDP, though will likely include Bangladesh, India, Indonesia, Malaysia, Sri Lanka Thailand, and Viet Nam. Steps to successfully complete this deliverable include but are not necessarily limited to:
- Inception report with a detailed work plan which includes scope of the project, methodology, target/key stakeholders, and timeline for implementation.
- Pilot the approach through two pilot activities in two countries to be agreed with UNDP in 2021. Then, in 2022, strengthen the capacity of human rights defenders to engage grievance mechanisms, in five countries to be agreed with UNDP (likely in Bangladesh, India, Indonesia, Malaysia, Sri Lanka Thailand, and Viet Nam)
- Steps to successfully complete this deliverable include but are not necessarily limited to:
- Pilot the approach in two countries to be agreed with UNDP
- Using lessons learned from the pilot activities, fine-tune the approach as required and implement in all 7 target countries in accordance with the implementation plan;
- Develop a report outlining key achievements and lessons learned of the project, connecting the lessons learned through this project with the UN Working Group’s report on human rights defenders.

Duration
- The assignment is estimated to commence on 15 November 2021. The assignment will need to be completed by 28 February 2022. Estimated time to complete the assignment is three months.
Key Performance Indicators And Service Level
- Key performance indicators shall include:
- Extent of detail of the implementation plan;
- Number of human rights defenders targeted;
- Thematic scope of capacity raised;
- Extent of positive feedback from targeted human rights defenders.
- Measures of action to be taken if the required service level is not met by the contractor include:
- Discussion with UNDP project manager on what can be improved to ensure the respective deliverable(s) are met
- Extension of contract deliverable due dates, accompanied by additional scoping, analysis and activity design.
Eligibility Criteria
- Bidder’s qualification, capacity and experience
- Organization must have a minimum 5 years of experience on business and human rights
- Education and Experience of Team Members
- Team Leader:
- Minimum Master’s degree in law, human rights, political science, or related discipline(s)
- At least 6 years of management working experience on human rights issues
- At least 8 years of working experience on issues related to human rights defenders, civic space, and freedom of expression
- Human Right Defender Expert
- Minimum Master’s degree in human rights, law, political science, social science, or related discipline(s)
- At least 4 years of work experience on human rights defenders issues
- At least 6 years of experience working with communities affected by business operations, for example through awareness raising and capacity building
- Legal Expert
- Minimum Master’s Degree in Law
- At least 8 years of legal experience
- At least 4 years of legal experience on human rights
- Project Coordinator
- Minimum Bachelor’s degree in human rights, law, political science, anthropology, social science, business studies, or other discipline(s) related to business and human rights
- At least 2 years of working experience on business and human rights issues.
