The United States Agency for International Development (USAID) is seeking an application(s) for a cooperative agreement(s) from qualified local organizations to implement the Health Sector Financing: Activity 2 – Health Financing Analytics and Social Protection Systems for Health and Activity 3 – Private Sector Engagement.
Activities
- Health Financing Analytics and Social Protection Systems for Health: This Activity has three components:
- The health financing component is expected to improve domestic resource mobilization for sustainable financing of the health system
- The Social protection component should improve social protection systems for health towards equitable access to quality health care services
- The analytics component is anticipated to improve availability and use of quality evidence to inform policy, planning, and implementation of health services.
- Private Sector Engagement: The overall goal of this activity is to improve health outcomes through increased patient choice of health products and services, with a focus on four main areas:
- Availability of health services and products in the private sector: Identifying, testing, and expanding sustainable options for services and distribution or sale of health products in the private sector;
- Improving and standardizing the quality of services and health products in the private sector; and,
- Increasing support for local manufacturing of health products;
- Improving use of technology through innovative digital health solutions to drive / increase access to and availability of quality health services in both public and private health sectors, being a cross cutting enabler to quality services provision.
Funding Information
- USAID intends to award two (2) Renewal Cooperative Agreements pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide total USAID funding over a five (5) year period as stated below:
- Activity 2 – $ 27,500,000 in total funding over a five (5) year period.
- Activity 3 – $ 9,683,260 in total funding over a five (5) year period.
- The anticipated period of performance is five (5) years with an initial period of performance of two (2) year (s), and renewal awards for three (3) additional years to be awarded dependent upon recipient performance during the initial period of performance. The estimated start date will be upon the signature of the award, on or about March 01, 2022.
Eligibility Criteria
- Eligibility for this NOFO is restricted.
- Eligibility is restricted to Local Partners, who are Kenyan entities. USAID / Kenya is transferring resources to Kenyan organizations so they can further reach in implementing locally led sustainable health systems strengthening activities.
- Only local organizations are eligible for award. USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:
- Is legally organized under the laws of; and
- Has as its principal place of business or operations in; and
- Is majority owned by individuals who are citizens or lawful permanent residents of; and
- Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance.
- For purposes of this section, ‘majority owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization’s managers or a majority of the organization’s governing body by any means.
- These eligibility requirements apply to only the principal applicant.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law.
