The U.S. Consulate General, Public Affairs Section in Kolkata is soliciting proposals for a program entitled “Working Together to Combat Human Trafficking: Call Your Government to Action.
This funding opportunity seeks to organize a series of cross-border workshops, trainings, and advocacy campaigns across the country leading to a final conclave in New Delhi to engage with multiple stakeholders to forge public-private partnerships and to strengthen collaborative efforts. In continuation with their past collaborative efforts, they want to maximize attention in order to facilitate government action, as they complete a decade of Anti-TIP Conclaves.
Focus Areas
- Advocate for stronger legislation: Human trafficking has not received attention from any political party and does not feature in election mandates. The landmark anti-trafficking bill of 2018 was passed in the Lok Sabha but did not get through the Rajya Sabha. The government needs to ensure stricter laws are implemented. A key audience for this conclave will be people’s representatives and members of political parties.
- Empower businesses to help end human trafficking:This is another area which remains to a large extent unexplored – they do not see an inflow of corporate social responsibility funds into the anti-TIP sector. There is also a lack of awareness in terms of fair trade, corporate self-regulation, and responsible consumerism. This can be a platform to showcase best practices by Marriott International, Deloitte, UPS, Walmart and other American companies.
- Facilitate public-private partnerships to combat the dark net: They will continue to build on the partnerships formed this year to focus attention on the deadly infiltration of traffickers through social media channels. They can showcase best practices from the Department of Homeland Security’s Blue Campaign or how Google has invested millions of dollars in sponsorships, donations, and employee time for projects seeking to curtail sexual exploitation of children via the Internet.
Project Goal
Continue to strengthen the anti-TIP ecosystem through facilitation of higher levels of government engagement, establish new economic cooperatives, and link them with the private sector;facilitate multi-partner collaboration; and conduct in-field research on recent trends, to provide actionable data to other anti-trafficking actors.
Project Objectives
The project aims to create an informed cohort of political players, elected representatives, government stakeholders, and private sector leaders who are in key positions to influence and shape India’s anti-TIP narrative as well as share best practices in combatting TIP across the Indo-Pacific, within a span of two years.
Project Audience
Members of Parliament/legislative assemblies, government, political leadership, bureaucrats, law enforcement, judiciary, civil society, educational institutions, the private sector, and a strong component of survivor voices to inform policy.

- Strengthening and passage of anti-TIP legislation in Parliament
- Increase in corporate social responsibility investment and organizational commitments in terms of fair trade and corporate self-regulation
- Committed public-private partnerships to help track online data and combat internet abuse

- Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
- Cost sharing or matching is not required for this funding opportunity.
