The World Food Programme (WFP) has launched the ShoraNeza Project, a five-year initiative aiming to create new and strengthen existing employment opportunities for young women and men, while considering their different needs, through strengthened, interlinked, and efficient agricultural value chains.
Building on WFP’s ongoing programs and fully aligned with the Mastercard Foundation’s Young Africa Works strategy, the project now seeks Gender Capacity Partner for one year and half to deepen our gender-transformative approaches and secure long-term sustainability in the communities we serve.
Shora Neza’s efforts focus on key areas, including facilitating access to quality inputs, reducing post-harvest losses, improving financial access, and connecting farmers to better market opportunities with a specific focus on young women.
At the heart of the initiative are Farmer Service Centers (FSCs) – agri-preneurs who provide essential services to their local communities. FSCs serve as entry points for youth engagement, strengthening the service provider ecosystem, empowering Rwanda‘s smallholder farmers to boost productivity, access better inputs, and tap into new markets and creating youth in work.

Expected Results
- Customize and implement proven Gender Transformative models
- Promote behavior change activities through household engagement
- Enhance rural community participation
- Strengthen the current M&E; approach including strong, qualitative gender and nutrition data
- Catalysing female participation through the work of FSCs
- Liaise and collaborate with local government and key stakeholders throughout the process to ensure alignment and integration of the programme with national policies and development strategies, including the National Men Engage Transformative Strategy for Gender Equality
Eligibility Criteria
- Sector expertise and experience
- The ideal NGO partner will:
- Have a strong track record in gender-transformative and nutrition programming, particularly in rural and agribusiness contexts.
- Demonstrate experience in engaging men for women’s empowerment.
- Exhibit expertise in social and behaviour change methodologies and participatory approaches.
- Provide evidence of impact from prior projects, with a focus on gender-transformative and nutrition outcomes.
- Propose innovative, scalable, and sustainable models tailored to the needs of young women
- The ideal NGO partner will:
- Local experience and presence
- Designing and delivering programs at the grassroots level, with a deep understanding of the unique socio-economic and gender dynamics across diverse regions.
- Establishing relationships with key stakeholders, including community organizations, women’s groups, financial institutions, cooperatives, and local government. This ensures effective collaboration, inclusive participation, and meaningful community engagement throughout the project.
