With a view to protecting media freedom and pluralism and to promoting media professionalism, the European Commission is launching a Call for Proposals for a Pilot Project in the field of media self-regulation.
The project will study and map the activities of media self-regulatory bodies in the EU. Via the creation of a collaborative platform, it will also help media councils face the challenges posed by digital developments and help them adapt to the latter.
It will also facilitate their engagement with internet intermediaries and internet media stakeholders. By facilitating exchanges of best practices, the project will identify ways to to achieve the goals of media self-regulation in a converged media environment.
Activities
The activities to be covered by the Project are described in the Call for Proposals document and cover the following main tasks:
- Design and run a survey
- Build a database of press/media councils
- Facilitate exchange of best practices
- Establish a pan-EU Working Group
- Facilitate participation of press/media councils in a global dialogue
Funding Information
- The total budget earmarked for the co-financing of the project under this call for proposals is estimated at 500.000 EUR (five hundred thousand euros).
Eligibility Criteria
- Eligible applicants
- non-profit organisation (private or public);
- international organisations;
- universities;
- educational institutions;
- research centres;
- natural persons: natural persons are eligible as part of a consortium but the project cannot be coordinated by a natural person.
- For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. If the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, applicants will cease to receive EU funding (while continuing, where possible, to participate) or be required to leave the project.
- Affiliated entities
- Legal entities having a legal or capital link with applicants, which is neither limited to the action nor established for the sole purpose of its implementation, may take part in the action as affiliated entities.
For that purpose, applicants shall identify such affiliated entities in the application form.

- Proposals from applicants in candidate or associated countries may be selected provided that, on the date of award, agreements have entered into force setting out the arrangements for the participation of those countries in the program.
