Beginning in 2026, the programme will shift toward a vulnerability-based approach, ensuring that assistance is adapted to the specific needs of different population groups. This will include refugees, returnees and host communities, and will allow for clearer identification of households that are either extremely vulnerable or very vulnerable based on their food security conditions and coping capacity.
The planned assistance across Ouaddai and nearby provinces such as Ennedi East, Sila and Wadi Fira will be delivered through two tailored intervention packages. Households identified as extremely vulnerable will receive monthly unconditional food assistance, either through food distributions or cash transfers that give families the ability to meet their own food needs. Households classified as very vulnerable will receive quarterly cash-based social transfers designed to help stabilize household consumption and reduce the need for negative coping strategies.
The programme also places strong emphasis on preventing and treating malnutrition among the most at-risk groups. Children aged six to twenty-three months, as well as pregnant and breastfeeding women, will receive monthly nutritional supplements to support healthy growth, maternal well-being and early childhood development. Complementary nutrition education will help mothers and caregivers improve feeding practices, hygiene and disease prevention, contributing to long-term family health.
In addition, certain households will take part in economic recovery activities aimed at strengthening resilience and supporting greater self-reliance. These efforts are expected to reduce vulnerability over time and help families begin moving toward more stable livelihoods. Through this approach, the WFP aims to ensure that food assistance not only meets immediate needs but also contributes to improved nutrition, stronger coping capacity and better prospects for long-term recovery in the Ouaddai Region.
