The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to improve the professionalization capacities of criminal justice institutions throughout Mexico.
Vision
If all Mexican criminal justice sector operators are properly trained, evaluated, and certified, then the Mexican criminal justice system will produce significantly better results, consequently increasing citizen trust in the system, and society’s adherence to the rule of law in Mexico.
Project Goal(s) and Objectives
The goal of this Cooperative Agreement is to strengthen the professionalization capacities of the Mexican criminal justice institutions and enhance citizen security by advocating, planning, and working for standardization and certification of Mexican justice sector operators at a national level.
General Objectives
INL has identified the following subject areas as priorities for achieving the goal of this Cooperative Agreement:
- Increase the certification processes’ impact on the Mexican criminal justice system’s effectiveness by enhancing training and evaluation instruments and promoting broader participation by all Mexican state criminal justice institutions.
- Develop and work with partner institutions to implement model policies, guidelines, and tools to strengthen the civil service system, especially with respect to recruitment, performance evaluations, and merit-based promotions that foster the technical capacities, independence, professionalism, ethics, and overall efficacy of justice sector institutions.
- Generate sufficient political will to implement regulatory and institutional frameworks needed to sustain and manage the Mexican justice sector operators’ certification processes.
Funding Information
- Length of performance period: 30 months.
- Number of awards anticipated: up to two awards (dependent on amounts).
- Award amounts: awards may range from a minimum of $2,000,000 to a maximum of $7,500,000 U.S. dollars.
- Total available funding: $7,500,000 U.S. dollars.
Participants and Audiences
The intended target audience will include Mexican criminal justice sector operators: state and federal prosecutors, state and federal public defenders, state and federal judges, state and federal victims’ advocates, and state and federal mediators, and any other relevant criminal justice operator in Mexico.
Eligibility Criteria
The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or section 26 US 115 of the US 115 of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs); and
- Foreign-based educational institutions.
