The United States Agency for International Development (USAID) Manila is seeking applications from eligible U.S. non-profit nongovernmental organizations (NGOs), for-profit NGOs, private voluntary organizations (PVOs), Philippine-based NGOs, universities, foundations, consortiums, and international organizations for a cooperative agreement to implement a five -year program entitled “Fish Right”.
Fish Right aims to enhance the sustainable use and resilience of critical coastal and marine resources that provide food, livelihoods and coastal protection to communities. Fish Right focuses on marine key biodiversity areas (MKBAs), with a special attention on “wild” or capture fisheries and the communities that depend on them.
Grant Information
- Subject to funding availability, USAID intends to provide $25,000,000 in total USAID funding over a five-year period. Actual funding amounts are subject to the availability of funds.
- The period of performance anticipated herein is five years. The start date will be upon the signature of the award, estimated on or about April 1, 2018.
Eligibility Criteria
- To be considered eligible to apply under this RFA, Applicant must either be:
- A U.S. non-profit nongovernmental organization (NGO), for-profit organization willing to forgo its fee, private voluntary organization (PVO), Philippine-based NGO, foundation, consortium, university/college, or an international organization.
- Individuals are not eligible to apply.
- Eligible organizations which have not previously received financial assistance from USAID are encouraged to submit applications.
- USAID/Philippines will not make an award to an Applicant if the Applicant has not fully complied with the DUNS and SAM requirements by the time it is ready to make the award.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
- The successful Applicant may be subjected to a responsibility determination assessment (Preaward Survey) by the Agreement Officer. Based on the results of the pre-award survey, the AO will determine whether the prospective Recipient is already a responsible entity – whether it has the necessary organization, experience, accounting and operational controls, and technical skills – or has the ability to become so in order to achieve the objectives of the program and to comply with the terms and conditions of the award.
