Deadline: 19 September 2018
The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs, is seeking applications from qualified Non-Governmental Organizations (NGOs), Educational Institutions and other non-profit qualified organizations for a Grant to implement a program entitled “Justice Sector Technical Assistance Program”.
The Office of Africa and Middle East Programs (INL/AME) is the designated lead for capacity building with criminal justice sector institutions in the Middle East, in particular with Lebanon. Lebanon’s judiciary is currently facing two challenges that INL is concerned with:
- a lack of capacity and skills to effectively prosecute and adjudicate crimes that require an understanding of technical evidence and/or the use of modern forensic techniques;
- an insufficient use, and understanding of, alternatives to incarceration and plea bargaining, which would help alleviate its backlog of cases and high pre-trial detention rate.
Project Goals
The Higher Judicial Council (HJC), which is responsible for proposing reforms to the judiciary and providing continuous training, expands the knowledge and skills of judges and prosecutors through training in technical fields to improve due process for cases involving technical evidence, and to, implement administrative and legislative reforms in regards to alternatives to incarceration and plea bargaining.
