The Public Affairs Section in Brazil has announced an open competition for organizations and individuals to submit applications to carry out a program (or project) with funding through its Public Diplomacy Small Grants Program.
PAS Brazil invites proposals for projects that strengthen cultural ties between the U.S. and Brazil through cultural and exchange programming that highlights shared values and promotes bilateral cooperation. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives.
Priority Areas
- U.S. – BRAZIL BILATERAL RELATIONSHIP
- Programs that seek to explain U.S. policies, culture, and values to Brazilian audiences, resulting in a positive impact on the bilateral relationship.
- REGIONAL SECURITY
- Programs that address issues of regional security, non-proliferation, and countering violent extremism, as well as exchanges that promote multilateral cooperation and enhance stability in the South-American region.
- ECONOMIC GROWTH
- Programs related to bilateral trade, investment, economic integration, entrepreneurship, innovation, science and technology, intellectual property rights, and women’s empowerment
- SOCIAL ISSUES
- Programs that seek to promote a better understanding of human rights and diversity and inclusion.
- ENGLISH TEACHING
- Programs that promote teacher training in areas related to English teaching, or those that enhance English learning among Brazilian audiences.
- EDUCATION
- Programs related to promoting study in the United States, the internationalization of Brazilian universities, and/or capacity the building of linkages between American and Brazilian institutions of higher learning.
- INNOVATION AND ENTREPRENEURSHIP
- Innovation and Entrepreneurship, especially projects that aim to build capacity in both areas, and focus on inclusion of under-represented demographics, such as women, and afro-Brazilians.
Activities
- Social welfare projects;
- Paying to complete activities begun with other funds;
- Projects that are inherently political in nature or that contain the appearance of partisanship/support to individual or single party electoral campaigns;
- International travel, unless specifically justified within the project;
- Citizen exchange programs with foreign countries;
- Political party activities; and,
- Projects that support specific religious activities
- Publication of materials for distribution within the U.S.;
- Administration of a project that will make a profit;
- Expenses incurred before or after the specified dates of award period of performance (unless prior written approval received);
- Land and/or construction.

- Award Floor: $5,000
Eligibility Criteria
- The Public Affairs Section of the U.S Mission in Brazil encourages applications from committed and organized civil-society organizations, local representatives of civil society, think tanks, non-governmental organizations, academic institutions, and individuals.
- For-profit and commercial firms are not eligible to apply.
