The United States Agency for International Development (USAID) Mission to Uganda (USAID/Uganda) is seeking applications from qualified entities to implement the USAID/Uganda Civil Society Strengthening Activity.
The purpose of the USAID/Uganda Civil Society Strengthening activity is to fortify the capacity of Ugandan civil society organizations (CSOs) to influence and contribute to improved development outcomes in targeted sectors, i.e., health (with an emphasis on but not exclusive to meeting HIV/AIDS objectives); education, youth and child development (EYCD); agriculture and food security; and democracy, rights and governance (DRG).
Objectives
To achieve the purpose, the activity is expected to address the following objectives:
- Strengthen the advocacy capacity of CSOs to influence national and local development;
- Improve the organizational capacity of advocacy and service delivery oriented CSOs to sustainably fulfill their stated missions;
- Promote a more supportive enabling environment that sustains a vibrant civil society.
Expected Results
Expected results include:
- CSOs and other key stakeholders with increased capacity to:
- Mobilize and coordinate collective efforts to realize improvements in the enabling environment.
- Support members in navigating the enabling environment.
- Engage academia, think tanks, media and other actors in supporting CSO development.
- Leveraged resources from the private sector in supporting CSOs
- Improvements in CSO-government relations.
- Performance of CSOs in improving the enabling environment for civil society contributions to development outcomes.

- Award Ceiling: $12,800,000
- Estimated Total Program Funding: $12,800,000
- The period of performance anticipated herein is the date of the Agreement Officer’s signature of the award. The entire period of performance is anticipated to be five (5) years from the effective date of the award.
Geographic Focus
This activity will focus primarily on the national and regional levels, with targeted and strategic interventions at the district and community levels. At the sub-national level, the activity will overlay interventions within the USAID/Uganda resilience zone of influence districts and districts that overlap with USAID/Uganda health, education, agriculture, and youth activities.
Eligibility Criteria
- In response to this NOFO, any U.S. or non-U.S. organizations, non-profit, or for-profit entity is eligible to apply.
- USAID/Uganda welcomes applications from all organizations, including organizations that have not previously received financial assistance from USAID.
