The competition is part of the United Nations Program for Reconstruction and Peacebuilding, implemented by four UN agencies: the United Nations Development Program (UNDP), the United Nations Framework for Gender Equality and Women’s Empowerment (UN Women), and the United Nations Population Fund (UNFPA) and the Food and Agriculture Organization of the United Nations (FAO).
The program is supported by twelve international partners: the European Union (EU), the European Investment Bank (EIB), as well as the governments of the United Kingdom, Denmark, Canada, the Netherlands, Germany, Norway, Poland, Switzerland, Sweden and Japan.
The overall goal of the project is to restore effective governance and promote reconciliation in the conflict-affected communities of Luhansk and Donetsk oblasts (in the territories controlled by the Ukrainian government), in line with Sustainable Development Goals 16 “Peace, Justice and Strong Institutions.

- Involving Citizens in the Decision-making process on organization and quality of local services.
- Direction 2
- Promoting of Implementation of local strategies plans in the field of local economic development.
- Direction 3
- Support for anti-corruption monitoring of activities of local government bodies.
- Direction 4
- Encouraging the participation of community residents at the local levels and promoting the openness and accountability of local authorities.
- Direction 5
- Implementation of Gender- Oriented and implementation of Human rights– based projects.

- Implementation of Environmental protection Initiatives.
- Direction 7
- Support of current and creation of new consulting bureaus for citizens (KBG), as well as the formation of the KBG network.

Territories Implementation of the Competition
Projects that will be implemented at the expense of this grant competition must be implemented in the target communities, namely:
- in the Donetsk region: Bakhmut, Verkhnotoretska, Volnovakha, Vugledarska, Dobropilska, Druzhkivska, Krasnohorivska, Kurakhivska, Maryinska, Siverska, Soledarska, Toretska city councils, Velykonovosilkivska, Zvanivska, Ochedarivska, Pervo;
- in the Luhansk region: Gorskaya, Zolotovskaya, Kreminskaya, Popasnyanskaya, Rubizhanskaya, Severodonetskaya, Shchastynskaya city councils, Belovodskaya, Belolutskaya, Belokurakinskaya, Krasnorichenskaya, Markovskaya, Milovskaya, Novoaydarskaya, Stanishchnyatskaya-Luganskaya , Lozno-Oleksandrivska, Nizhneduvanska, Nizhnoteplivska, Privilska, Shirokivska village councils
Eligibility Criteria
- Non-governmental public organizations (NGOs) that meet the following requirements are invited to participate in the SGP competition:
- are civil society organizations, namely: public organization, public association, charitable organization (charitable society, charitable institution, charitable foundation), organization of employers (or their association), union (association) of legal entities serving agricultural cooperative (cooperative association of agricultural service cooperatives), creative union, body of self-organization of the population;
- officially registered in Donetsk or Luhansk region (in the territories controlled by the Government of Ukraine);
- have the status of a non-profit or charitable organization;
- have a valid current account with a bank of Ukraine.
