The Embassy of the United States in London invites eligible organizations to submit proposals to develop and implement a series of three exchange visits to the United States in the calendar year 2021, followed by a series of post-visit program impact amplification workshops/activities in the UK, for three cohorts of UK stakeholders exploring various aspects of U.S. federal, state, local, and civil society responses and strategies to counter the growing influence of hostile state actors in the U.S. and around the world.
The implementing partner will be responsible for handling all program logistics, including international and domestic travel, lodgings, and ground transportation costs, as well as a full agenda of engagements with relevant U.S. organizations.
Objectives
The Embassy of the United States in London expects the program will advance the following overall objectives:
- Promote the prosperity of the United States by protecting the U.S. national security innovation base;
- Protect U.S. security by working with the United Kingdom as it withdraws from the EU, coordinating closely on countering hostile influences of Chinese, Russian, and other foreign state actors, and partnering with the UK to counter these global threats through joint diplomatic and economic action.
- Promote U.S. prosperity by supporting the long-term economic and commercial relationship with the United Kingdom as it withdraws from the EU, deepening economic and commercial ties, and supporting U.S. business involvement in emerging industries.
- Advance U.S. influence by promoting our shared values and interests, building the strategic, research, academic, cultural, and people-to-people ties that form the backbone of the U.S.-UK Special Relationship and build British public support for U.S. priorities and continued U.S.-UK cooperation.
Funding Information
- The Embassy of the United States in London expects to select one program implementer for a grant award up to USD $250,000.00.
- Funding will be awarded through a cooperative agreement. Cooperative agreements are different from grants in that embassy staffs are more actively involved in the grant implementation. The Embassy of the United States in London will select participants for the exchange program.
- Proposed programs should be completed in 15 months or less. The Embassy of the United States in London will entertain applications for continuation grants funded under these awards beyond the initial budget period on a non-competitive basis subject to availability of funds, satisfactory progress of the program, and a determination that continued funding would be in its best interest.

- Public and private educational institutions
- Individuals
