The UK’s Department for International Development (DFID) is currently seeking applications for its programme titled Promoting Inclusive Markets in Somalia (PIMS).
PIMS programme is one of the Economic Development (EcDev) pillar programmes. It is designed to stimulate private sector development across the three regions of Somalia.
The programme aims to address market system failures arising from poor market infrastructure, poor production practices, lack of market co-ordination and information and financial access in Somalia. By supporting the performance of markets in six value chains, the programme encourages the growth of the private sector and supports the measures required to deliver long term job creation and ultimately, the reduction of poverty in Somalia. The programme is using investment facilitation and cash-for-work funds to spur increased investment, market growth and enhanced productivity.
Responsibilities
The successful applicant will be required to:
- Quality assure/review the existing monitoring systems of implementing partner of PIMs programmes (including process, data tools, staff capacity and assess the monitoring framework), log frame indicators and identify practical realistic options to strengthen existing results based M&E systems.
- Develop tools that will provide additional information helping uncover gaps between the various steps of the theory of change including testing some of the key assumptions in the Theory of Change
- Develop and implement operational research agenda on a needs-driven basis to inform programme implementation and underpin decisions for making changes in implementation.
- Develop a learning and communication strategy for lessons and evidence generated to facilitate a lesson learning culture within the programme but also with key stakeholders.
