The SMART Balkans Project announces a Public Call for Applications for Concept Notes for Core Grants, for applicants from Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.
SMART Balkans Project, funded by the Norway Ministry of Foreign Affairs, is implemented by consortium of organizations: Centar za promociju civilnog drustva (CPCD) from Bosnia and Herzegovina as a Lead Applicant, in partnership with Center for Research and Policy Making (CRPM) from North Macedonia, and Institute for Democracy and Mediation (IDM) from Albania.
Objectives
- Overall objective of the Project is to contribute to strengthening participatory democracies and Euro Atlantic integrations in the Western Balkans by empowering civil society organizations and CSO networks for stronger and active role in creating peaceful and inclusive societies for sustainable development in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.
- Specific objectives of the SMART Balkans project are:
- Stronger, more sustainable, and vibrant CSOs in the six countries of the Western Balkans region
- Developed strong regional partnerships between civil society organizations from the region of the Western Balkans themselves and with their EU counterparts and public authorities
- Increased effectiveness of citizen influencing change through CSOs that advances Security and Stability and Governance in the Western Balkans region
- Increased awareness of public on importance of active participation of civil society in major development initiatives in the region of Western Balkans.

Core Grants will provide funding for projects related to two main areas:

- Governance

- Albania: Core grants will be awarded within this call for applications to at least 3 CSOs in Albania. Each grant will be around EUR 30,000-100,000.
- Bosnia and Herzegovina: The individual amount provided for the core grant ranges from NOK 306,000 to NOK 1,020,000 (approx. EUR 30,000 – 100,000).
- Montenegro: Core grants within this call will be awarded to at least 3 civil society organizations in Montenegro. The individual amount provided for the core grant ranges from NOK 306,000 to NOK 1,020,000 (approx. EUR 30,000 – 100,000).
- Serbia: The individual amount provided for the core grant ranges from NOK 306,000 to NOK 1,020,000 (approx. EUR 30,000 – 100,000).
- Kosovo: Core grants will be awarded within this call for applications to at least 3 CSOs in Kosovo. Each grant will be around EUR 30,000-100,000.
- North Macedonia: The amount of the individual award will be from NOK 306,000 to NOK 1,020,000 ( approximately EUR 30,000 – 100,000).
Eligibility Criteria
- Basic grants are designated only for CSOs, intermediate and representative, that manage to have a significant impact in the fields of Security and Stability and/or Governance and that have potential for increasing their impact.
- To be eligible to apply for grants, the applicant must:
- to be a legal person and
- be non-profit and
- be a civil society organization (CSO) working in one or more relevant thematic areas defined in this Call for Applications, excluding political and religious organizations as well as local branches of international organizations and
- to have been created in Albania and
- have at least 3 years of experience in the fields defined in this call and
- be mainly oriented towards advocacy.
