European Commission Joint Call for Proposals 2023 in Chile

The European Commission is pleased to announce the Joint Call for Proposals to strengthen CSOs as independent actors of good governance and development that contribute to promoting and protecting human rights and fundamental freedoms, democracy and the rule of law; and on the other hand, contribute to a civil society and an inclusive, participatory, and independent democratic space that allows for an open dialogue with and between CSOs.

The projects resulting from this call will be implemented with the support of the EU Delegation in the country, and will be consistent with the EU-Chile cooperation priorities, the EU strategy and action and implementation plan for human rights and democracy. and the EU guidelines on human rights. They will also be complementary to the Roadmap adopted for the EU’s engagement with civil society in Chile.

Priority Areas
  • In general, the cooperation of the European Union with Chile focuses on the following priority areas:
    • Governance and Human Rights
    • Green Deal, Sustainable Growth and Employment
    • Digitization, Science and Technology, Education, Culture
  • The Thematic Program on Human Rights and Democracy provided for in Regulation 2021/9477 Global Europe is the successor of the European Initiative on Human Rights and Democracy. The proposals financed within the framework of this call will contribute to the priorities of the Multiannual Indicative Programming of the programme.
  • The main priorities for this program in this call for proposals are:
    • Protect and empower people;
    • Build resilient, inclusive and democratic societies;
    • Safeguard fundamental freedoms, including taking advantage of the opportunities and addressing the challenges of new digital technologies.
  • The thematic program for CSOs at the country level has the general objective of strengthening CSOs as independent actors of good governance and development. The first overall priority of the program, both at global and partner country level, is “An inclusive, participatory, empowered and independent civilsociety and democratic space in partner countries; and an inclusive and open dialogue with and among civil society organizations”.
  • The main priorities for this program in this call for proposals are:
    • Priority 1: Establish an enabling environment for civil society in its broadest sense – that is, a political, financial, legal and policy environment that affects the way in which it carries out its work;
    • Priority 2: Support the establishment and operation of CSOs and their participation in the processes development and governance, at the national and territorial level;
    • Priority 3: Favor a more inclusive participation of CSOs in the dialogue on development policies and national policies in partner countries and strengthen the capacities of CSOs in the areas of governance; responsibility; program, project and financial management; research and analysis, promotion and communication; access to finance, with special attention to improving their capacities to benefit from the digital transformation and reduce the gap in access to information and communication technologies (ICT).
Lots
  • Lot 1- Thematic Program Human Rights And Democracy
    • Taking into account the Priorities of the DH&D country strategy, through the proposals selected in this call, it is intended to influence the consolidation of democracy and national dialogue,
    • The strengthening of human rights, and in particular of Human Rights Defenders, with a special focus on the environmental area and on other rights defenders, and on
    • the protection of vulnerable groups, addressing gender issues and the fight against discrimination, with special emphasis on the youth and child population, indigenous/native peoples, migrants, people with disabilities and other vulnerable groups through organizations that work with these sectors of the population.
  • The specific objectives of Lot 1 of this call are:
    • Actions in favor of Human Rights defenders in Chile, with a special focus on the rights of migrants and their integration and collaboration with host communities.
    • Actions to strengthen social cohesion, citizen security, sustainable and inclusive local development at the territorial level and the culture of protection of the human rights of migrants, women, children, adolescents, indigenous peoples, LGBTI groups and individuals. with disabilities
    • Actions to maximize the opportunities of new technologies to promote respect for Human Rights, counteract the misuse and abuse of new digital technologies.

Lot 2- Thematic Program Civil Society Organizations

  • The specific priorities of Lot 2 of this call are:
    • Strengthening of the institutional and operational capacity of Chilean CSOs to participate in the dialogue on public policies, development plans and programs, as well as in their design, implementation and evaluation process. This includes actions to strengthen sustainable territorial development and just transition, as well as promoting the resilience and recovery capacity in the face of risks and disasters in the territories.
    • Promotion of an enabling environment and/or strengthening of the capacities of CSOs that work to promote gender equality and/or the inclusion of young people to facilitate their insertion in the political, social and economic spheres, promoting alliances between them organizations and a more inclusive dialogue.
    • Promotion or facilitation of the participation of CSOs in the design and implementation of public policies, thus contributing to transparency and accountability and/or informed monitoring of bills and the preparation and implementation of the Budget nation’s general.
Funding Information
  • The total indicative amount allocated to this call for proposals is EUR 5,200,000.
  • For lot 1 related to the Human Rights and Democracy program – EUR 1,200,000
  • For lot 2 dedicated to supporting Civil Society Organizations – 4,000,000 EUR
    • For Lot 1: Human Rights and Democracy
      • Minimum amount: EUR 400,000
      • Maximum amount: EUR 600,000
    • For Lot 2: Civil Society Organizations
      • Minimum amount: 800,000 EUR
      • Maximum amount: EUR 1,500,000
Eligibility Criteria
  • Main applicant
    • Potential applicants who are in one of the situations
    • Be a legal entity; and
    • Not for profit; and
    • be a Civil Society Organization (CSO) constituted in accordance with the legislation in force in the country where it is established for at least three (3) years prior to the submission of the proposal; and
    • be established in7 a Member State of the European Union, or in a Member State of the European Economic Area, or in Chile; and
    • Be directly responsible, with their co-applicants and affiliated entities, for the preparation and management of the action and not merely act as intermediaries.
      • The lead applicant must act with at least two (2) co-applicants,
      • In the event that the grant contract is awarded, the lead applicant will become the beneficiary identified as coordinator in Annex G (“Special Conditions”). The coordinator will be the sole interlocutor of the Contracting Authority. It will represent the other co-beneficiaries (if any), on whose behalf it will act, and will coordinate the design and execution of the action.
  • Cosolicitors
    • Main applicants established in Chile must have at least two (2) co-applicants.
    • Main applicants not established in Chile must have at least two (2) co-applicants established in Chile.
    • Co-applicants will participate in the design and implementation of the action, and the costs they incur will be
    • Eligible in the same way as those incurred by the lead applicant.
    • Co-applicants must meet the eligibility criteria applicable to the main applicant himself, with the exception of the age in which it has been established in accordance with current legislation, which may be less than three (3) years.
    • If the grant contract is awarded, the co-applicants (if any) will become beneficiaries of the action (together with the coordinator).
    • In addition, please note that contracts cannot be awarded or signed with those applicants included in the lists of restrictive measures of the EU.
  • Affiliated Entities
    • The main applicant and its co-applicants may act with affiliated entities.
    • Only the following entities may be considered entities affiliated with the lead applicant or coapplicants:
    • Only entities that have a structural link to the applicants (ie the lead applicant or a co-applicant), especially if the link is legal or capital.
    • This structural link covers mainly two aspects:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and other related reports of certain types of companies.
      • Thus, the affiliated entities of an applicant may be:
        • Entities controlled directly or indirectly by the applicant (subsidiaries or first level subsidiaries). They can also be entities controlled by an entity controlled by the applicant (second level affiliates), and the same applies to the following levels of control.
        • Entities that directly or indirectly control the applicant (parent companies). Likewise, they may be entities that control an entity that in turn controls the applicant.
        • Entities under the same direct or indirect control as the applicant (associated companies).
        • Membership, i.e. the applicant is legally defined as, for example, a network, federation or association in which the proposed affiliated entities also participate, or the applicant participates in the same entity (for example, a network, federation or association ) than the proposed affiliated entities
        • As a general rule, the structural link will not be limited to the action nor will it be established with the sole purpose of its execution. This means that the link exists regardless of the award of the grant; it must have existed before the call for proposals and must remain valid after the end of the action.
        • Exceptionally, an entity may be considered affiliated with an applicant, even if the structural link has been created specifically for the sole purpose of executing the action, in the case of “sole applicants” or “sole beneficiaries”. A single applicant or single beneficiary is a legal entity made up of multiple entities (a group of entities) that together meet the criteria for the award of the grant. For example, an association is made up of its members.
