UNICEF Azerbaijan has announced the General Call for Expressions of Interest to identify eligible Civil Society Organizations for prospective partnerships supporting the establishment of informal community-based Positive Parenting Platforms and planning, facilitation and organization of Social mobilization and awareness raising activities for parents/caregivers, on Early Childhood Development (ECD).
UNICEF is the agency of the United Nations mandated to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential.
The main purpose of this Project is to improve parents’ practices in relation to the ECD domains: good health, adequate nutrition, responsive caregiving, security and safety, and early learning in 4 target districts in Azerbaijan.
The project will support and strengthen existing parenting abilities and promote the development of new competencies so that parents have the necessary knowledge and skills needed to help their children to grow in his/her full potential and provide their children with experiences and opportunities that promote child learning and development which is to positively influence attitudes, social norms, and practices towards ECD as valued concept and towards specific parenting practices.
This call for proposals focusses on specific results:
- Increasing awareness of parents/caregivers on ECD and improving knowledge and skills of positive parenting through planning and implementation effective high reach social mobilization activities and interventions at the district levels.
- Strengthening existing community dialogue and engagement structures, and building new structures for social mobilization activities towards parenting and family education on ECD Support and improve parenting skills and competencies to help their children to grow in his/her full potential and provide their children with experiences and opportunities that promote child learning and development through providing practical information and guidance to caregivers to become more capable and competent in their children development.
Eligibility Criteria
NGO/CSO must:
- be registered in country of origin;
- not be an entity named on any of the UN Security Council and EU targeted sanction lists and EU sanctions list
- Minimum 3 years of proven practical experience in providing services for vulnerable children and families in the area of education, social development, community mobilisation, social behaviour change or other relevant areas;
- Minimum 5 years of proven experience in project management, monitoring and reporting;
- Proved experience in working at district and community levels. Presence in one or more of the target districts is an asset;
- Proven experience in collaboration with local authorities. Any previous collaboration in the target districts of Shirvan, Agdjabedi,Ganja and Absheron is an asset;
- Good understanding of the local context, developments and challenges in the regions, particularly on education/social development challenges and problems of vulnerable children;
- Strong understanding of UNICEF’s mission and mandate, as well as its development role and position on children’s issues;
- Proven ability to demonstrate initiative, flexibility and drive for results;
- Strong proposal and report writing skills.
- Applications must be submitted in English.
Submission Process
NGO/CSO submissions are assessed by the Partnership Review Committee in consultation with technical specialists, using criteria:-
- Only NGO/CSO submissions which comply with the requirements of the eligibility and exclusion criteria will be eligible for further evaluation.
- Results from the review will be used for purposes of mapping and selection of NGO/CSOs in relation to the specific results.
- It should be noted that participation to this Call for Expression of Interest however does not guarantee NGO/CSOs will be ultimately selected for a partnership agreement with UNICEF. UNICEF reserves the right to invite selected partners to review and finalise proposals for partnerships in line with criteria in accordance with applicable policy and procedures on partnership with NGO/CSOs.
