The Netherlands and Belarus are offering an opportunity for non‑profit organisations in Belarus to apply for funding through the Dutch Human Rights Fund (HRF) and the Netherlands Fund for Regional Partnerships (NFRP‑MATRA) aimed at strengthening civil society, independent media and democratic institutions.
The call is being organised by the Netherlands’ Embassy and invites eligible organisations to submit concept notes between 21 October with full proposals due by 31 December and decisions expected by mid‑January 2026.
Projects may run for up to 48 months and the maximum grant under this call is up to €150,000 per year. Applicants can also apply for shorter trajectories of up to 24 months with a maximum grant of €50,000. The priorities for Belarus focus on freedom of expression and internet freedom, support for independent media and human rights defenders, as well as protection of civic space and long‑term organisational capacity. Civil society organisations, independent media outlets and human rights defenders working in Belarus or in exile are encouraged to consult with the Embassy before submitting a proposal.
Eligibility is restricted to non‑governmental and non‑profit organisations (including independent media) whose projects are voluntary, not commercial, and do not duplicate previously funded activities. The Embassy encourages pre‑consultation to ensure alignment with the thematic priorities and administrative requirements. Projects should be designed with sustainability in mind, good governance practices and a clear link to the local context.
