Call for EOIs: Strengthening Hydrometeorological Capacity under GCF/WFP Project (Kyrgyzstan)

The WFP, in partnership with the Government of the Kyrgyz Republic, is implementing a multi-regional initiative to enhance climate change adaptation, disaster risk management, and food security. The program combines technical capacity-building, community engagement, and research to strengthen resilience across vulnerable populations.

Key Objectives

• Empower Vulnerable Communities: Equip communities to make informed decisions about livelihoods and adapt to climate-related changes.

• Strengthen Livelihoods: Promote diversification and adaptive strategies to improve the resilience of at-risk groups.

• Build Multi-sectoral Capacity: Support central and local authorities in climate-informed decision-making, including early warning systems and risk financing mechanisms.

• Climate-proof Food Systems: Integrate climate forecasting and disaster risk management into agricultural and food security planning.

Implementation

• Regions Covered: Naryn, Osh, Jalal-Abad, Chuyskaya, Issyk-Kul, Batken, Talas.

• Methodology:

  • Comprehensive analysis of global climate forecasting models.

  • Training of Kyrgyzhydromet staff to interpret and apply long-term forecast data.

  • Integration of early warning and early action mechanisms into food security systems.

• Approach: A three-component strategy:

  1. Community Empowerment: Enhancing awareness and decision-making among vulnerable populations.

  2. Livelihood Diversification: Supporting adaptive strategies to reduce vulnerability.

  3. Multi-sectoral Capacity Development: Strengthening institutional frameworks for climate-resilient planning.
